OUT-OF-NETWORK PROVIDERS.— In the case of a plan or coverage that provides both medical and surgical benefits and mental health or substance use disorder benefits, if the plan or coverage provides coverage for medical or surgical benefits provided by out-of-network providers, the plan or coverage shall provide coverage for mental health or substance use disorder benefits provided by out-of-network providers in a manner that is consistent with the requirements of this section.'

ACCESS TO RESOURCE ADVISORY COMMITTEES- To ensure that each unit of Federal land has access to a resource advisory committee, and that there is sufficient interest in participation on a committee to ensure that membership can be balanced in terms of the points of view represented and the functions to be performed, the Secretary concerned may, establish resource advisory committees for part of, or 1 or more, units of Federal land.

DISASTER AREA- The term `disaster area' has the meaning given such term under section 165 (h) (3) (C) (ii) . ` (D) ELIGIBLE TAXPAYER- The term `eligible taxpayer' means a taxpayer who has suffered an economic loss attributable to a federally declared disaster. ` (4) RECAPTURE- For purposes of this subsection, rules similar to the rules under section 179 (d) (10) shall apply with respect to any qualified disaster assistance property which ceases to be qualified disaster assistance property.'.
