In such circumstances, the Board itself has recognized that authority to exercise the power of eminent domain weighs in favor of finding an entity to be a political subdivision. New Jersey Turnpike Authority, 33 L.R.R.M. 1528 (1954) . We have noted that respondent's power of eminent domain may be exercised even against other governmental units. And the District is further given an extremely broad grant of 'all the powers necessary and requisite for the accomplishment of the purpose for which such district is created, capable of being delegated by the legislature.'
