“ In any event the FCC has seemed content to leave to the Federal Trade Commission the regulation of much of the field, particularly the policing of false, misleading or deceptive advertising designed for radio and television broadcast. While the FCC has consistently warned its licensees that the continued broadcasting of material found by the FTC to be deceptive or misleading 'would raise serious questions as to whether such stations are operating in the public interest,' its policy seems to have been to leave the matter of direct and immediate sanctions largely to the Trade Commission. ”
