“ So long as the public schools in any incorporated municipality are operated separately from those of Jefferson county, the funds arising from such additional tax on taxable property in such municipality shall be expended only by the board of education or other authority charged with the operation of the public schools in such municipality and only for the benefit of the public schools therein. ”

He was thirty-two years old when he came from Lincoln County, that of his birth in the Old North State, and settled in Alabama. ”

“ For the promotion of local economic and industrial development of Henry County, the Henry County Economic Development Authority, Incorporated, an Alabama nonprofit corporation, the Henry County Commission, and the city council of each municipality located in the county, shall have, independently or in cooperation with one or more of such governmental entities, full and continuing power to do any of the following:
(1) Purchase, construct, lease, or otherwise acquire real property, plants, buildings, factories, works, facilities, machinery, and equipment of any kind. ”

“ These qualifications are not required of those who own, individually or through their wives, a certain amount of property free from tax incumbrances. Any person guilty of a criminal offense, including the selling, buying, or offering to sell or buy, a vote, is debarred from voting. The constitution contains a detailed statement of the proper procedure in registration, of penalties, etc. Each county is to have a board of registrars, consisting of three members, who issue life certificates to those who are entitled to them. ”

“ Turning next to the provisions of the Crawford-Webb Act, the District Court found that its apportionment of the 106 seats in the Alabama House of Representatives, by allocating one seat to each county and distributing the remaining 39 to the more populous counties in diminishing ratio to their populations, was "totally unacceptable." [n20] Under this plan, about 37% of the State's total [p550] population would reside in counties electing a majority of the members of the Alabama House, with a maximum population variance ratio of about 5-to-1. ”

“ I suppose you are informed of the proceeding commenced by the legislature of Maryland, to claim the south branch of the Potomac as their boundary, and thus of Albemarle, now the central county of the State, to make a frontier. As it is impossible, upon any consistent principles, and after such a length of undisturbed possession, that they can expect to establish their claim, it can be ascribed to no other than an intention to irritate and divide; and there can be no doubt from what bow the shaft is shot. However, let us cultivate Pennsylvania, and we need not fear the universe. ”

“ His father, Honorable John Williams Walker, was a distinguished citizen, having been one of Alabama’s primitive statesman, in recognition of which one of the counties of Alabama was named for him. But the son, Honorable Leroy P. Walker, attained to national eminence. A profound scholar, a great lawyer, a distinguished statesman, he is justly ranked among the first of Alabamians.
In early manhood he was made a brigadier general of militia, but his first appearance as a public servant was in 1843, when he represented Lawrence County in the state legislature. ”

“ The city is situated on two plateaus; the lower is occupied chiefly by factories, the upper by dwellings. Coal mining and manufacturing are the principal industries; among factory products are iron, steel, tin, stoves, machinery and glassware. The municipality owns and operates the waterworks and an electric-lighting plant. A settlement was attempted here in 1785, but was abandoned on account of trouble with the Indians. In 1795 a town was laid out by Absalom Martin and was called Jefferson, but this, too, was abandoned, on 803 account of its not being made the county-seat. ”

“ A circuit court, or a court having the jurisdiction of a circuit court, is held in each county of the State at least twice every year. The State is divided into chancery divisions, with a chancellor for each division. The divisions are subdivided into districts, in each of which the chancellor holds court at least twice each year. The legislature may establish courts of probate in each county. ”

“ A municipality located entirely outside of Lawrence County is prohibited from imposing any municipal ordinance or regulation, including, but not limited to, any tax, zoning, planning, or sanitation regulations, and any inspection service in its police jurisdiction located in Lawrence County. A municipality prohibited from imposing any tax or regulation under this amendment shall not provide any regulatory function or police or fire protection services in its police jurisdiction located in Lawrence County, other than public safety mutual aid. ”

“ They shall give at least twenty days' notice of the time when, and the place in the precinct where they will attend to register applicants for registration, by bills posted at five or more public places in each election precinct, and by advertisement once a week for three successive weeks in a newspaper, if there be one published in the county. Upon failure to give such notice, or to attend any appointment made by them in any precinct, they shall, after like notice, fill new appointments therein ”

“ The judicial power of this state shall be vested in one Supreme Court, circuit courts to be held in each county in the state, and such inferior courts of law and equity, to consist of not more than five members, as the General Assembly may, from time to time, direct, ordain, and establish.
SEC. 2. The supreme court, except in cases otherwise directed by this constitution, shall have appellate jurisdiction only, which shall be co-extensive with the state, under such restrictions and regulations, not repugnant to this constitution, as may, from time to time, be prescribed by law ”
