“ August term, 1821, in the case of Udall vs. the Trustees of Brooklyn, the Supreme Court of this State decided that Kings County, of which the village of Brooklyn is part, includes all the wharves, docks, and other artificial erections in the East River, opposite to the City of New-York, though west of the natural low water mark on the Nassau or Long-Island shore; and the jurisdiction of the village extends to the actual line of low water, whether formed by natural or artificial means. ”

“ In 1697, a mob of Kings County people, who resented the spirit of the English Government, assembled, "armed, at the Court House [154] of Kings County, where they destroyed and defaced the King's arms which were hanging up there." Among those who so convened were the familiar names of John Rapalje, Jacob Ryerse, Garrett Cowenhoven, Jacob Bennett, and John Meserole, Jr.
In November, 1697, negroes were not allowed to be brought from New York on the Sabbath unless they were provided with passes. ”

“ To have and to hold, all and singular the said ferry, vacant land and premises, herein before granted and confirmed, or meant, mentioned, or intended to be hereby granted and confirmed (except as is herein before excepted) and all and singular the rents, issues, profits, rights, members and appurtenances, to the same belonging, or in any wise of right appertaining, unto the said mayor, aldermen and commonalty of the city of New-York, and their successors and assigns forever ”

“ This minister was naturalized in the Court of Sessions for Kings County, November 8, 1715.

[24] Governor Nicolls in a letter to the Duke of York, November, 1665, informed him “that such is the mean condition of this town, (New-York) that not one soldier to this day has lain in sheets, or upon any other bed than canvass and straw.

“ No man who is acquainted with the State of New York will doubt that the active wealth of King’s County bears a much greater proportion to that of Montgomery than it would appear to be if we should take either the total value of the lands or the total number of the people as a criterion! ”

“ No town, except a town having more than a full ratio of apportionment, and no block in a city inclosed by streets or public ways, shall be divided in the formation of senate districts; nor shall any district contain a greater excess in population over an adjoining district in the same county, than the population of a town or block therein adjoining such district. Counties, towns or blocks which, from their location, may be included in either of two districts, shall be so placed as to make said districts most nearly equal in number of inhabitants, excluding aliens. ”

“ The justices of the peace, for services in courts of sessions, shall be paid a per diem allowance out of the county treasury. In counties having a population exceeding forty thousand, the legislature may provide for the election of a separate officer to perform the duties of the office of surrogate. The legislature may confer equity jurisdiction in special cases upon the county judge. Inferior local courts of civil and criminal jurisdiction may be established by the legislature in cities ”

“ Except in counties in the city of New York and except as authorized in section one of article nine of this constitution, registers in counties having registers shall be chosen by the electors of the respective counties once in every three years and whenever the occurring of vacancies shall require; the sheriff and the clerk of each county shall be chosen by the electors once in every three or four years as the legislature shall direct. Sheriffs shall hold no other office. They may be required by law to renew their security, from time to time ”

“ The holding of party primaries in the cities is regulated by statute. The Legislature consists of a Senate of 50 members, chosen for two years, and an Assembly of 150 members, chosen annually. Of the latter, sixty are elected in New York City. The Assembly districts are single-member districts. Each county, except Fulton and Herkimer, has at least one representative. The more populous counties are formed into Assembly districts, but county lines are not crossed. The members of either House receive a salary of $1500 and mileage. The capital of the State is Albany. ”

“ The New York State Branch now has twelve sub-divisions. Since the April number of the Bulletin, four new sub-divisions have been organized, namely: Chautauqua County, Columbia County, Duchess County and New York County. It is probable that organization will be effected soon in Chemung, Oswego and St. Lawrence Counties. Work is now progressing and organization is under consideration in seven other Counties, namely: Broome, Greene, Orange, Nassau, Suffolk, Tompkins and Jefferson. ”

“ No law establishing the district court for an entire county shall become effective unless approved at a general election on the question of the approval of such law by a majority of the votes cast thereon by the electors within the area of any cities in the county considered as one unit and by a majority of the votes cast thereon by the electors within the area outside of cities in the county considered as one unit. ”

“ The county is the basic unit of area for apportionment purposes, except that two sparsely populated counties, Fulton and Hamilton, are treated as one. New York uses citizen population instead of total population, excluding aliens from consideration, for purposes of legislative apportionment. The number of assemblymen is fixed at 150, while the size of the Senate is prescribed as not less than 50 and may vary with each apportionment. [7] All members of both houses of the New York Legislature are elected for two-year terms only, in even-numbered years. ”

“ When it is considered that once in every generation the entire wealth of the county, including vast fortunes amassed elsewhere by those who die residing in it, is administered upon in this court and that nearly all the intricate and perplexing questions involved in its distribution are passed upon by the surrogate, it will readily be seen that the duties and responsibilities of this office are among the most important, extensive and onerous that can devolve upon judicial officers. ”

“ The decrease in the rural population of Orange County homes is smaller than most other counties of the State, and the depreciation of farm lands is not so apparent. In fact the general property valuation of the county seems to be increasing something like two and one-half million dollars per year, being rated at $43,804,861.40 for 1907.
The population of the county, according to the State enumeration of 1905, was 107,267. This was an increase over the report of the national census for 1900 of 3,408. Of this number, 41,014 lived in the cities of Newburgh and Middletown. ”

“ It owes its population and its importance to its position about midway between Honesdale, Pa., and Kingston, N. Y., the two terminals of the D. & H. Canal. There are five stores in the village; three taverns in spacious buildings; one three-story grist mill, built by Dr. Ball, of Brooklyn, N. Y., being a stone building with five run of stone in it; three churches, a Dutch Reformed, Baptist, and Methodist, and one large school house. Coal and lumber are sold in considerable quantities. A mail route from Kingston, N. Y., to Milford, Pa., and thence to Philadelphia, passes through the village. ”

“ And Monroe County, with a citizen population of 571,029, since not having more than 6% of the State's total citizen population, will have the same number of senators under the new apportionment, three, as Nassau County, although it has less than half that county's population. New York City's 20 senators will represent an average citizen population of 360,193 while the 15 multicounty senatorial districts to be created upstate will have an average of only 207,528 citizens per district. ”

“ What the state government actually does when it regulates or supervises is to hold up the county official to standards of performance. This is the proper work of officers or boards in the administrative branch. It relates not to what the county shall do as a matter of broad policy, but how the county shall redeem its obligation in matters of routine, detail and technique. The state agency may have only the power to “visit and inspect,” like the New York State Board of Charities, or it may, like the Comptroller of the same state, actually impose forms of procedure. ”

“ In New York many of the interests which a citizen may wish to assert through the legislative process are interests which touch on his relation to the government of his county as well as to that of the State, and consequently these interests are often peculiar to the citizens of one county. ”

“ Possibly it is because Orange County labors under the misfortune of being a half-shire county—a calamity to any bar for the reason, besides many others, that it effectually destroys the possibility of having a suitable court house—that a spirit of comradeship among its lawyers has never grown up. It is noticeable that in counties where the legal interests converge in one central county seat the brotherly spirit is more active. ”

“ In the latter class of cases it sometimes happens that the inhabitants of the borough or village are members of the township for certain purposes, though not for others; at other times the township and the borough, or incorporated village, become as distinct as if they were two townships or two boroughs. The number of incorporated cities in the United States is 969, of incorporated towns and villages 4,613, of boroughs 582. In two cases, New York and Philadelphia, a city makes up an entire county. In two cases, St Louis and Baltimore, a large city forms no part of a county. ”

“ His place has been preëmpted by the hanger-on and the wire-puller to whom charity means the dispensing of favors to “deserving” workers of all political faiths. In this sense the county is a very humane institution, and a very open-handed one. It serves well such local officials as the overseer of the poor in an up-state New York county who presented this remarkable annual report to his superior ”

“ Originally, it was denominated the "Genesee County" but now wears the distinctive appellation of "Western New-York," and embraces, if I am correctly informed, that portion of the State lying west of a line running north and south through Seneca Lake. Its settlement may probably be said to have commenced about the year 1787. ”
