“ Well, say, the referee he puts one of the Easts off the field for trippin', and another one of the Easts he swings his stick on the referee's slats for all he's worth, an' the referee just has time to kick him in the shins before a third feller gives the referee a biff under the ear and lays him out. ”

“ If there is anything said or done to intimidate the referee, while serving, or if the referee has any other good and sufficient reasons why his decision should not be immediately rendered, he shall have the right to reserve his decision, which, however, must be rendered within twenty-four hours after the contest. ”

The biggest bugbear that the referee has to contend with is the penalty and off-side restrictions. ”

“ As a matter of fact, they have simply to say "Do this," and it is done; and there is trouble for anyone who endeavours to dispute their ruling. The greatest referee may make mistakes. Still, he must maintain the dignity of his decisions when once given. In many ways a referee is born and not made, and all the best referees are those who have played the game when they were young, and have followed it up continually since leaving off, actually taking part in the kicking of the ball. ”

“ If for fourteen days after notice by one party to the other to appoint a referee, or another referee, the other party fails to do so, then, on the application of the party giving notice, the county court shall within fourteen days appoint a competent and impartial person to be a referee: 7. Where two referees are appointed, then (subject to the provisions of this Act) they shall before they enter on the reference appoint an umpire: 8. If before award an umpire dies or becomes incapable of acting, the referee shall appoint another umpire: 9. ”

“ A practised and capable official will give his decision promptly and unhesitatingly, and will not, as some of the less experienced sometimes do, argue the point, or assign the reasons which have influenced him in giving his verdict. In any case, whatever disputes may arise, the captain should alone be the spokesman of the side. It cannot be too clearly pointed out, too, that the referee is not infallible. ”

“ It is the duty of the defending side to see that the ball is taken out straight.
On an appeal, the referee shall award a try if, in his opinion, one would undoubtedly have been obtained but for unfair play or interference of the defending side. Or, he shall disallow a try, and adjudge a touch-down, if in his opinion, a try would undoubtedly not have been gained but for unfair play or interference of the attacking side. ”

“ Their hearts are in the game, and this makes all the difference, to a great degree, whether they are successful or not. In senior circles referees are supposed to be unbiased, which I am glad to say in the general run of cases they are. The crowd of the home side are naturally in favour of their friends, and the referee has often to put up with any amount of comment and ridicule. ”

“ A referee should, if possible, know each man by name and the position he occupies in the field, so that if a reprimand is necessary he can say, "Jones or MacPherson, stop that!" A little phrase like that goes a very long way, and I may attribute the secret of some of our referees' success to knowing the names of the players they are refereeing, and so being able to call them personally to order when necessary. ”

“ To sum it up briefly, my opinion is that a referee should act upon his own discretion, but when in doubt should consult his linesmen. If he gives a decision on the spur of the moment when he is certain he is quite correct, he must not be persuaded by the opposition one way or the other. Still, when he is in doubt he should certainly appeal to the linesmen, and the referee who does not do so is bound to get into bad odour. The linesman is closely connected with the referee in every way, although his duties are not really arduous. ”

“ To be a successful referee one must keep thoroughly fit, and be able to turn out on to the field in as good a condition as the player does, for he has got to go through more running than any of the twenty-two players, and must keep up with their pace. ”

“ Section 41 provides that 'a person shall not, in proceedings before a referee, (1) disobey or resist any lawful order, process, or writ;' and that ('b) the referee shall certify the facts to the judge, if any person shall do any of the things forbidden in this section. ”

“ The referee calls time, when necessary, by blowing a whistle, and she must always call a foul when any player addresses an officer. No player is allowed to talk to the officials, though anyone may speak to the captain and the captain can address the officers; in that way only are the players able to communicate with the officers.
The referee decides all questions not definitely falling to the umpires and linesmen, scorer and time-keeper, but is powerless to alter a decision of the umpire or linesmen regarding matters under their jurisdiction. ”

“ If a player having the ball is tackled, and the movement of the ball stopped, or if the player cries “down,” the referee shall blow his whistle, and the side holding the ball shall put it down for scrimmage.
Referee Has Jurisdiction.
(b) As soon as a runner attempting to go through is tackled and goes down, being held by an opponent, or whenever a runner having the ball in his possession cries “down,” or if he goes out of bounds, the referee shall blow his whistle and the ball shall be considered down at that spot. ”

“ Should an official who wears glasses referee in a first-class match? is a question which is greatly discussed throughout the land. After talking the matter over with an old player, my opinion is that if a player can play the game in glasses surely he can follow the ball as a referee. ”

“ Whilst we quite agree that a referee must exercise a strong control it is perfectly obvious that no self-respecting woman player is going to allow any mere man to have the last word; and the sooner the Football Association realise this and dispense with the services of all male referees the better for the good of the game. ”

“ Without permission of the referee, no person shall be allowed on the field of play during a match other than the linesmen and players. It is the duty of members of the Council, officials of clubs, and referees to report to the Council all cases of misconduct likely to bring the game into disrepute; and officials of clubs must report to the Council any infringement of rules without delay. All Clubs connected with the Association must have bills printed and posted in their grounds, threatening with expulsion any person who is guilty of insulting or improper conduct towards the Referee. ”

“ The office of official referee is abolished, provided, however, that official referees in office on the effective date of this article shall, for the remainder of the terms for which they were appointed or certified, be official referees of the court in which appointed or certified or the successor court, as the case may be. At the expiration of the term of any official referee, his or her office shall be abolished and thereupon such former official referee shall be subject to the relevant provisions of section twenty-five of this article. ”

“ For the control of the game there are a referee, who follows it about as does the referee at football, and two umpires, one at either goal, the sole business of the latter being to decide whether or not the puck has passed between the posts, and not above the flags. ”
