Commander-in-Chief of the Imperial Japanese Forces in the Philippines

“ Each department shall have at its head a "Commissioner," who shall execute an administration within his jurisdiction under the control of the "Chairman of the Executive Commission."
Each department shall have a Japanese adviser and Japanese assistant advisers.
3. The Commander-in-Chief of the Imperial Japanese Forces shall exercise jurisdiction over judicial courts.
4. A "Commissioner" for each department constituting the central administrative organization shall be appointed on your recommendation by the Commander-in-Chief of the Imperial Japanese Forces. ”

“ A. In the execution of industrial administration, the existing policy of relying upon the United States shall be forsaken, supplanting the same by the ideals of establishing the East Asia Co-Prosperity Sphere. ”

“ Any person who snatches away, hides or helps to escape from the authorities a person who has violated any provisions of Martial Law. (15) Any person who refuses to obey any orders of military necessity issued by the Japanese Forces. (16) Any person who commits acts other than the above-mentioned against the interests of the Japanese Forces. (17) Any person who plans, suggests or assists in committing any of the above-mentioned acts. ”

“ Circulate the war-notes (military pass-money) on their face value with no fear of any sort.
2. Those who hold the war-notes will be able to use them in making payments of all kinds.
3. If anyone attempts to interfere with the circulation of the war-notes (such deeds as rejection of payment, forgery, or spreading the untrue nature of news concerning the war-notes of any kind) his act will be considered as hostile and will be punished severely.
4. The war-notes, and the existing currency and foreign currency will be prohibited from exportation and importation for a while. ”

“ For monthly salary less than ₱300, ten per cent of the salary must be deposited. (2) For monthly salary above ₱300 in addition to the amount prescribed by (1) 40 per cent of the sum exceeding ₱300 must be deposited. (3) If any cash payment of salary exceeds the sum of ₱500 after the above prescribed amounts have been deducted, all the sum in excess of ₱500 must be deposited. Anyone who violates the above-mentioned provisions will be severely punished in accordance with the Military laws. ”

“ C. In making a budget, general expenditures shall be reduced in proportion to the decrease of revenues, and efforts shall be exerted to maintain the equilibrium between revenues and expenditures, whereas importance shall be put upon the maintenance of peace and order and the economic recovery of the country. ”

“ On and after February 24, 1942, all public bodies, banks, corporations, companies, partnerships and other institutions of like nature, shall, in case they make payment of dividend, surplus, interest and/or repayment of bond, debentures, etc., to the nationals of hostile countries, deposit the total amount therefor with the designated banks in the name of the representative of such paying institutions. ”

“ The central administrative organs shall be reconstituted into six departments, viz., Interior; Finance; Justice; Agriculture and Commerce; Education, Health and Public Welfare; and Public Works and Communications. ”
