How he withstood the English in open warfare, and how he encouraged Frenchmen of his own bold type to explore and to claim the far West, remains to be told. He was a great man for the time and place, great in fearlessness, in self-reliance, in foresight, and in unflinching tenacity of purpose. The element of bombast and arrogance in his character helped him, as it helped other Frenchmen, whose names have lived, in handling native races. ”

A great figure in the colonial history of Great Britain as a whole, in the history of Canada he is very great indeed. ”

“ Sea-girt and sea-beaten was and is Acadia, with broken shores and many bays, where fishermen and freebooters came and went: a land to nurse a hardy race in small and scattered settlements, nestling in nooks and corners by inlets of the sea. Its importance did not lie in natural riches, but in its geographical position. It was the borderland of French and English colonization. Whoever held in strength Acadia and Cape Breton on the one side, and Newfoundland on the other, could command the river of Canada. ”

Their coming meant that one form of religion was to supplant all others—that the spiritual power was, as far as in them lay, to dominate all things and all men ”

“ In those parts of the world which have been settled and not merely conquered by Europeans, and which are still British possessions, in British North America, Australasia, and South Africa, there has been on the whole parity of progress. No one of the three groups of colonies has in wealth and population wholly out-distanced the others. This fact has unquestionably made for strength and permanence in the British Empire, and it is equally beyond question that the spread of colonization within the Empire would have been wanting, had Great Britain retained her old North American colonies. ”

Such at least must be the view of Englishmen who believe in the worth of their country, in its traditions, in the character of the nation, in its political, social, moral, and religious tendencies. The necessary result of the separation was to alienate the American colonists from what was English; to breed generations in the belief that what England did must be wrong, that the enemies of England must be right; to strengthen in English-speaking communities the elements which were opposed to the land and to the race from which they had sprung. ”

They fought better in this way—their own way—than by adhering to strict military rule, and their commander, William Pepperell, knew his men. ”

“ He saw that one leading cause of the rupture between Great Britain and her colonies had been the pettiness of the American democracies, the narrowness of provincial politics, the intensity of democratic feeling cooped up in the small area of a single colony as in a single Greek city, the personal bitterness thereby produced in local politicians, and the obvious semblance of oppression when a great country like England was dealing with one small state and another, not with a larger federated whole. ”

“ The reason was that the French relations to the Indians were more human than those of the English. No doubt, among the English colonists were Quakers and Moravians, whose tenets bade them deal gently with the people of the soil; and on the New York frontier, from Dutch times, there had been friendship, sometimes warmer sometimes cooler, between the Dutch and the English colonists on the one hand, and the Iroquois on the other. But the ordinary English colonist's view of the red man was the Old Testament view—hard, exclusive, and often cruel. ”

“ If Canada had not been a French colony, and had been inhabited by coloured men alone, or if Canada, as a French colony, had been in a different continent from the British North American colonies, the task of construction or re-construction would have been infinitely easier. It would have been easier, too, if the French Canadians had been the only inhabitants of Canada. But, as it was, one white race conquered another white race, which in its turn had secured mastery over a coloured race, and in the land of that coloured race had not merely conquered or traded, but settled and colonized ”

“ Nothing but common danger gave them any common life; and, though Pitt's advent to power partially corrected the evil, Pitt was in England not in America. To the end the uniting force came from without rather than from within: the colonies followed the lead of Pitt and his generals, but to the mother country not to the colonies was due the conquest of Canada.
That Canada must be conquered, when England made her effort, was inevitable. The French appeared triumphant; they had moved forward; they had struck heavy blows; but behind the fighting line, even on the surface, they were in straits. ”

“ Many years back the Canadians and their friends had differentiated between the English from England, who came out to fight, and the English colonists in America. The eye-witness of the siege and capture of Louisbourg in 1745 favourably, and probably unfairly, contrasted Warren and his British sailors with Pepperell and the New England levies. To the men from a distance, better disciplined, less prejudiced, less imbued with provincial animosity, there was no such aversion as to the enemy who was ever under their eyes. ”

“ Montreal was left far behind, and many miles of a toilsome, dangerous route were traversed, until by the shores of the great freshwater sea were found the homes of a savage but a settled people. To men inspired by religion and by Imperial views of religion, who looked to be the ministers of a world-wide power, including and dominating all the kingdoms of the earth, the greatness of the distances, the remoteness of the land, the unbounded area of unknown waters stretching far off to the west, were but calls to the imagination and incentives to redoubled effort. ”

“ The acquisition of Canada presented to British statesmen a wholly new problem. The British Empire had hitherto widened mainly by means of settlement, for the seventeenth century, as far as Great Britain was concerned, was a time of settlement, not of conquest. Jamaica, it is true, had been taken from the Spaniards, and New York from the Dutch; but, great as was the importance of securing those two dependencies in the light of subsequent history, the conquest or cession of both the one and the other was rather an incident than the result of an era of war and conquest. ”

“ In new fields of colonization, on the other hand, wars are not artificial; they are natural, and not only natural but sometimes absolutely necessary to future happiness and welfare. Just as Europe was herself once in the melting-pot, so the lands which Europeans have settled and are settling, if they are to be the homes of strong peoples in days to come, must, when rival races are planted there, be the scenes of armed strife.
Colonial wars which end where they began, with indecisive treaties tending to further bloodshed, may well be the subject of national sorrow and regret ”

“ How to administer a new domain with equity and sound judgement; how to give to new subjects, acquired by conquest, the privileges enjoyed by the old colonies; how to reconcile the claims of the old colonies, whose inland borders had never been demarcated, with the undoubted rights of native races; how to promote trade and settlement without depriving the Indians of their heritage;—such were the problems which the British Government was called upon to face and if possible to solve. ”

“ North America and its peoples were to be in perpetual leading strings, prepared for freedom in the world to come by unquestioning obedience on this side the grave. The Protestant, however narrow and prejudiced in his dealings and mode of life, in theory held and preached a religion which set free, a gospel of glorious liberty. The Roman Catholic missionary preached and acted self-sacrifice so complete, that all freedom of action was eliminated. There was a second and a very practical defect in the system. What Canada wanted was a white population, married settlers, men with wives and children. ”

“ Widely different was the case of the English colonies in North America. All these settlements started under some form of grant or charter, derived ultimately from the Crown: the Crown from time to time interfered and made a show of its supremacy; but there was no system of any sort or kind, and communities grew up, which in practice had never been governed from home but governed themselves. Most of all, the New England colonies embodied to the full the spirit of colonial independence. ”

“ Was the contest between France and Great Britain in North America, and the victory of one of the two powers, inevitable, and was it beneficial? From the English point of view, the answer to part of this question is a foregone conclusion. If there was to be a contest, it seems evident, if we look back on the past, that the English must have in the end prevailed. It is impossible to imagine that the French colony of Canada, with a population at the time of the conquest of considerably under 100,000, could dominate the English colonies with a million and a quarter inhabitants. ”
