“ English-speaking civilians who have written about Louisbourg have sometimes taken partial account of the ordinary Frenchman's repugnance to oversea duty in time of peace and of the little worth of hireling foreigners in time of war. But they have always ignored that steady drip, drip, drip of deterioration which reduces the efficiency of every garrison condemned to service in remote and thoroughly uncongenial countries. Louisbourg was remote, weeks away from exchanges with Quebec, months from exchanges with any part of France or Switzerland. ”

“ Others were sold to New England traders and replaced by inferior substitutes.
Of course, direct trade between the opposing colonies was strictly forbidden by both the French and British navigation acts. But the Louisbourg officials winked at anything that would enrich them quickly, while the New Englanders pushed in eagerly wherever a profit could be made by any means at all. Louisbourg was intended to be the general rendezvous of the transatlantic French fishing vessels; a great port of call between France, Canada, and the French West Indies; and a harbour of refuge in peace and war. ”

“ Both fleet and army made their rendezvous at Louisbourg; a larger fleet and a smaller army than those of the year before. Two new toasts were going the rounds of the Service: 'Here's to the eye of a Hawke and the heart of a Wolfe!' and 'Here's to British colours on every French fort, port, and garrison in America!' Of course they were standing toasts. The men who drank them already felt the presage of Pitt's great Empire Year of 1759. ”

“ Meanwhile, from 1720 onwards, Louisbourg grew up in artificial strength, the Dunkirk of America, the most powerful fortress on the Atlantic coast. Money and soldiers came out from France, while the British possession almost under the guns of the fortress was starved and neglected. To reconquer Acadia for the French, writes the eye-witness of the siege of Louisbourg in 1745, 'it was only necessary to appear before this English colony ... and to land a few men' ”

“ After a conference with Pepperrell he hurried off to begin the blockade of Louisbourg. A week later, May 21, the transports joined him there, and landed their militiamen for one of the most eccentric sieges ever known.
While the British had been spending the first four months of 1745 in preparing 8,000 men, the French authorities in Louisbourg, whose force was less than 2,000, had been wasting the same precious time in ridiculous councils of war. It is a well-known saying that councils of war never fight. But these Louisbourg councils did not even prepare to fight. ”

“ There was a regular Louisbourg legend, current in New England, that stores of goods and money were to be found in the strong rooms of every house. So we can understand the indignation of men whose ideas were coloured by personal contact with smuggling and privateering, and sometimes with downright piracy, when they were actually told off as sentries over these mythical hoards of wealth. ”

“ Get rich and go home. The English-speaking peoples, whose ancestors once went to England as oversea emigrants, and two-thirds of whom are now themselves the scions of successive migrations across the Seven Seas, cannot understand how intensely the general run of French officials detested colonial service, especially in a place like Louisbourg, which was everything the average Frenchman hated most. This British failure to understand a national trait, which is still as strongly marked as ever, accounts for a good deal of the exaggerated belief in the strength of the French position in America. ”

“ The siege commenced June 8—the very day of the disaster at Ticonderoga—and after a tremendous bombardment which destroyed the town and badly breached the fortress, the garrison, numbering nearly six thousand, surrendered July 26, 1758.

“ The British Americans who tried to think out plans of conquest were wont to under-estimate their own unorganized resources and to over-estimate the organized resources of the French, especially when they set their minds on Louisbourg. ”

“ Many houses were laid in ruins: only one remained intact when the siege was over. The non-combatants, who now exceeded the garrison effectives, were half buried in the smothering casemates underground; and though the fighting men had light, air, and food enough, and though they were losing very few in killed and wounded, they too began to feel that Louisbourg must fall if it was not soon relieved from outside.
The British, on the contrary, grew more and more confident, both afloat and ashore, though they had one quite alarming scare ashore. They knew their navy outmatched the French ”

“ We cannot hope to aspire to all his virtues.” And to my dismay I saw we were once more nearing dangerous ground.
To turn the conversation again, I asked for news of the English at Louisbourg.
“Some are still there, some in garrison at Beauséjour, some in New York and Boston, and others returned to England; but we will doubtless have an opportunity of inspecting most of them here next spring, unless, as Mme. de Sarennes suggests, peace be declared in the meantime.” ”

“ They carried men who knew little or nothing of scientific warfare, and for whom amateur strategists had drawn up fantastic plans of campaign; but they were colonists of tough English breed, their Puritan proclivities had been strengthened by the Methodist revival, and the great preacher, George Whitfield, had given to Pepperell for the motto of the expedition 'Nil desperandum Christo duce.'
'Louisbourg is built upon a tongue of land which stretches out into the sea and gives the town an oblong shape. ”

“ Nature has resumed dominion over the site of the once famous fortress, and the restless ocean, which stretches away beyond to the eastward without a break to Europe, brings no message of the fleets that came once, richly freighted, to this historic fort. Louisbourg is now only a place of memories—of associations which connect Cape Breton with most glorious episodes of England's history, with times when the genius of Pitt triumphed over France.
After the taking of Louisbourg, the English {244} occupied the island of St. ”

“ Corrupt collusion was not very common, because the governors were mostly naval or military men, and the naval and military men were generally honest. Co-operation was impossible between two merely average men; and no genius was ever sent to such a place as Louisbourg. ”

“ There were boys in their early teens and old men in their sixties. Nearly 1,800 ought to have been available. But four or five hundred that might have been brought in never received their marching orders. So the total combatants only amounted to some 1,900, of whom 1,350 were militia. The non-combatants numbered nearly as many. The cramped hundred acres of imprisoned Louisbourg thus contained almost 4,000 people—mutineers and militia, women and children, drones and other officials, all huddled up together.
No reinforcements arrived after the first appearance of the British fleet. ”

“ The last two weeks in May and the first in June were full of glamour in crowded, stirring Louisbourg. There was Wolfe's picked army of nine thousand men, with Saunders's mighty fleet of fifty men-of-war, mounting two thousand guns, comprising a quarter of the whole Royal Navy, and convoying more than two hundred transports and provision ships; all coming and going, landing, embarking, drilling, dividing, massing; every one expectant of glorious results and eager to begin. ”

“ What does make the difference is that Louisbourg is an impossibility for you at the present. Your best course is to go on to Quebec. I shall give you letters to M. de Montcalm, who is so old and intimate a friend that I may ask him any favour. He will see that you have passage in the first fitting vessel for France. In order that you may not be subject to embarrassing surmises, I hold your best plan is to continue to style yourself Mme. ”

“ On the 6th of June, 1838, the white frost lay on the west side of Pittsburg roofs as we steamed away from her wharf, bound for Louisville, where my husband proposed going into a business already established by his brother Samuel.
On the boat, all the way down the river, the general topic of conversation was the contrast between the desolate slave-cursed shores of Kentucky, and the smiling plenty of the opposite bank; but Louisville was largely settled by Northern people, and was to prove an oasis in the desert of slavery. ”

“ He applied to the English king, but his main reliance was upon Massachusetts and her sister colonies of New England. In the spring of 1745, just one year after the commencement of hostilities, a large expedition set out to capture Louisburg, and after a siege of six weeks took that redoubtable fortress. The victory was celebrated in many long and sincere prayers of thanksgiving and in some remarkably bad poetry. But the English government was so blind to the importance of the interest at stake as to restore Louisburg to the French at the close of the war, in 1748. ”

“ In late years Louisville has awakened to a new commercial life, as one finds in it a strong infusion of Western business energy and ambition. It is jubilant in its growth and prosperity. It was always a commercial town, but with a dash of Blue-Grass leisure and hospitality, and a hereditary flavor of manners and fine living. Family and pedigree have always been held in as high esteem as beauty. The Kentuckian of society is a great contrast to the Virginian, but it may be only the development of the tide-water gentleman in the freer, wider opportunities of the Blue-Grass region. ”

“ Beside the churches above mentioned, Louisville has also many beautiful public and private buildings. The city is perhaps more thoroughly classified and better arranged, both for business and for comfortable residence, than any other western place. The wholesale business of the city is entirely confined to Main Street, which is more than four miles long, is perfectly straight, and is built up on either side with good substantial brick buildings for more than half its entire length. The stores, taken as a whole, are the largest and finest ware-houses anywhere to be seen ”

“ In the year 1810, Louisville contained only thirteen hundred and fifty-seven inhabitants; it exceeds beyond a doubt its present estimate of five thousand, and will still increase. It is the seat of justice for Jefferson county, Kentucky, contains a prison, court-house, and the other essential buildings, besides a theatre, three banks, of which one is a branch of the United States Bank, a market, several places of worship, and three printing-offices. Louisville lies in 38° 18’ north latitude, and 5° 42’ west longitude from Washington. ”

“ The streets south of Jefferson are all entirely occupied with dwelling houses. No business is done on any of them except an occasional family grocery or drug store. The fashionable shops are fitted up in a style of unexampled magnificence and contain the most beautiful products of human ingenuity. No city in the Union is better supplied with or finds more ready sale for the finest class of articles of every description than Louisville. ”

“ Hall entitled “The West—its commerce and navigation,” it is stated that “Louisville keeps no account of its business.” Such is really the fact; we have no business organization—no chamber of commerce, no mercantile clubs—no Exchange, no place “where merchants most do congregate.” Our city Fathers keep no record of our increase or doings, and it is doubted whether the Mayor or Council, with the Assessors and Collectors to advise with, can either guess or reckon our present population within 4,000, or the number of respectable tenements erected last year within 200 of the truth. ”

“ Lying on a plain, sloping gently up from the river, it spreads widely in rectangular uniformity of streets—a city of broad avenues, getting to be well paved and well shaded, with ample spaces in lawns, houses detached, somewhat uniform in style, but with an air of comfort, occasionally of elegance and solid good taste. The city has an exceedingly open, friendly, cheerful appearance. In May, with its abundant foliage and flowery lawns, it is a beautiful city: a beautiful, healthful city in a temperate climate, surrounded by a fertile country, is Louisville. ”
