We know by actual experiment, as we should infer without experiment, that the velocity of sound is increased by the velocity of a wind which carries the air in the same direction, or diminished if the wind moves in the opposite direction. But in the case of light waves the velocity is so enormously great that it would seem, at first sight, altogether out of the question to compare it with any velocity which we might be able to obtain in a transparent medium such as water or glass.

This requirement is that a sufficient number of waves shall produce a length which may be reproduced with such a degree of accuracy that the difference between the new standard and the one now serving as the standard cannot be detected by the microscope.
The process is, in principle, an ideally simple one, and consists in counting the number of waves in a given distance. However, in counting such an enormous number, of the order of several hundred thousands, one is liable to make a blunder—not an error in a scientific sense, but a blunder.
