“ Even though it is admittedly a great burden on the national economy of nations to keep up both military and peaceful developments side by side, no nation can afford to neglect its basic defense requirements in order to guarantee its own security. On the other hand, the armaments race, apart from depriving nations of the wealth that could have been used for peaceful purposes, has created great fear and anxiety among the peoples of the world. It would indeed be in the interest of world peace if the nations of the world reach an agreement to stop the arms race. ”
