“ I think what is most important is to protect the economy. There are certain tax cuts that we need to do because they are simply the right thing in terms of values. There is no reason that people should pay a tax upon death; the death tax should be abolished. There is no reason that married people should pay higher taxes simply because they say "I do." We should reduce the marriage penalty. But the most effective tax cut you can make to protect the economy, in President Bush's opinion, is a marginal, across-the-board income tax rate cut. ”
