“ If, after all reasonable steps have been taken as required by section 71, a third party is not informed of a request, any decision whether to grant the request for access must be made with due regard to the fact that the third party did not have the opportunity to make representations in terms of section 72 why the request should be refused. ”

“ If the relevant person is—
(a)
under the age of 16 years, a person having parental responsibilities for the relevant person must make the nomination contemplated in subsection (1) ; or (b)
incapable of managing his or her affairs, a person appointed by the court to manage those affairs must make that nomination. ”

“ The public bodies in question must share the cost of the compilation and making available of such manual as the Minister determines.
(5) For security, administrative or financial reasons, the Minister may, on request or of his or her own accord by notice in the Gazette, exempt any public body or category of public bodies from any provision of this section for such period as the Minister thinks fit.
