17. Definitions
(1) In this Part— “election” (選舉) means an election to elect all the members to be returned to the Legislative Council by all the geographical constituencies;
“geographical constituency” (地方選區) in relation to an election means a geographical area having separate representation (whether by one or more members) in the Legislative Council;
“population quota” (標準人口基數) , in relation to an election, means the total population of Hong Kong divided by the total number of members to be returned by all the geographical constituencies in that election.

Subject to subsection (3) , the Commission may make regulations to provide for the postponement or adjournment of—
(a) an election; (b) the poll; or (c) the counting of votes (“the count”) , where the Commission or any person specified in the regulations is of the opinion that the election, the poll or the count is likely to be or is being obstructed, disrupted or undermined or seriously affected by—
(i) a typhoon or other climatic condition of a serious nature; (ii) riot or open violence or any other occurrence of public danger
