Legislative Council of Hong Kong Elections (2000)

If regulations under section 45 prescribe a maximum amount of election expenses for groups of candidates at an election at which the list system of voting is used, each member of a group of candidates engages in illegal conduct at the election if the aggregate amount of the election expenses incurred at or in connection with the election by or on behalf of the group exceeds the maximum amount of election expenses so prescribed.

The fact that an election expense has been incurred in contravention of this Ordinance does not prevent a person who has supplied goods or services in relation to which the expense was incurred from exercising any rights that the person has as a creditor under the contract for the supply of the goods or services if the person was unaware of the contravention at the time when the contract was entered into.
