Supervision

“ The undertaking of training supervisors involves the setting-forth of the job or activities of supervision, and the organizing of the means by which supervisors can best be trained to perform their duties.” (Introd.) The book is, accordingly, an analytical discussion of the principles underlying class-room supervision, and the devices and technique which should and which should not be employed. It falls into two parts. Part 1, The job of supervision, is a general survey of supervising activities. ”

“ A civil servant shall willingly accept supervision, seek instructions on work from and submit report on his or her work to the higher authority, and report personal matters in compliance with relevant regulations. ”

The method of discovering and applying correct principles applicable to all bodies of men acting under authority to the police force; to do away with improper conditions; to reconcile discrepancies, and to establish the administration of the department upon a stable foundation, ought to be the work of a suitably constituted commission. ”

“ Crull. In my opinion; yes, sir.
Mr. Hubert. Would you explain just what is the ordinary effect of your relationship with your department heads, including and particularly the head of the police department insofar as the administration and policies of the police department are concerned?
Mr. Crull. The general administration is left to the chief and his staff. They are trained. The administrative policies, the general personnel regulations, and things of that nature first come out of our office to the department, and then are followed by the different departments. ”

“ It is the duty of each division chief to extend the organization throughout the city within the lines of his department in such manner as to attain so far as practicable the following ends: (1) the enlistment of responsible persons of sufficient number in each bank, business house and industrial plant of importance, whose sworn duty it will be to promptly report through the proper channel all cases of disloyalty, industrial disturbance, or other matter likely to injure or embarrass the Government of the United States ”

“ The requisition of the public force within the interior of the realm belongs to the civil officers, according to the regulations determined by the legislative power.
11. If disorders disturb an entire department, the king, under the responsibility of his ministers, shall give the necessary orders for the execution of the laws and for the re-establishment of order, but subject to informing the legislative body thereof, if it is assembled, and of convoking it, if it is in recess.
12. The public force is essentially, obedient; no armed body can deliberate. ”

“ I have a right, I think, to insist that those who volunteer or are invited to give advice as to appointments shall exercise consideration and fidelity. A high sense of duty and an ambition to improve the service should characterize all public officers. There are many ways in which the convenience and comfort of those who have business with our public officers may be promoted by a thoughtful and obliging officer, and I shall expect those whom I may appoint to justify their selection by a conspicuous efficiency in the discharge of their duties. ”

“ The head of such a department must possess these requirements in an ever greater degree, with an executive ability and knowledge of human nature above the ordinary, since the results, good or bad, depend directly on her ability and on her management, successful or unsuccessful, of the varied material entrusted to her guidance. ”

“ Supervisory officers shall be reliable, responsible, honest and upright, and shall set a good example in acting with a strict sense of discipline, upholding work ethics, resisting corruption, and preventing moral decline. ”

“ Noting, as I thought, deficiencies in the several departments which were auxiliary to ours, I had taken hold of my duties with vigor and with a purpose to lift the work of our administration, from the police officer up, to a higher and more intelligent plane of operation. “ The most usual source of office-holding is the humble work of the clerk, handyman or messenger, responsible for carrying out the nagging routine of government. Beyond this common labor of public service are public servants skilled in their several professions. Beyond and above them are department heads and still higher are the appointed or elected officials responsible for the success or failure of a given public policy. ”

“ A work of such extent and complexity, the administrative machinery of which has to be built up for the occasion wholly from the ground, whose agents, or the greater part of them, can, from the nature of the case, have had no experience of such duties, should be carefully planned; every arrangement should be made considerately; every appointment should be thoroughly canvassed; every spot where exceptional liability to failure or error exists should be known and covered by special provisions ”

“ The reports of the various officers at the head of the administrative branches of the military service, connected with the quartering, clothing, subsistence, health, and pay of the Army, exhibit the assiduous vigilance of those officers in the performance of their respective duties, and the faithful accountability which has pervaded every part of the system. ”

“ Each executive department has certain public functions and duties, the performance of which is absolutely necessary to the existence of the government, but it may temporarily, at least, operate with seeming harshness upon individuals. ”

“ Now, that certain superior officers bear more or less responsibility for the conduct of their subordinates, that there are certain subordinate positions of a more confidential character than others and that therefore the superior officers must in such cases have the discretionary power to select their subordinates without being troubled by any civil service rules, is one of the well-worn stock arguments of the enemies of civil service reform. ”
