Monitoring

“ Monitoring systems may include electric or mechanical devices, monitoring wells, or any other method of monitoring approved by the department. Any regulations adopted by the department pursuant to this section requiring the installation of monitoring systems at a facility shall reflect the financial ability of an owner or operator of a facility, or classes of facilities, to install the monitoring system required by the department. (4) Require the maintaining of records of any monitoring or leak detection system, inventory control system or underground storage tank testing system. ”

“ Agency policies and procedures shall include appropriate measures to facilitate compliance and oversight of the implementation of safeguards protecting personal information acquired through SIGINT activities, to include periodic auditing against the standards required by this regulation and implementing guidance, and training for personnel authorized to access such information.
Agency information systems will be designed to monitor activity in datasets involving personal information and facilitate the monitoring, recording, and auditing of queries of personal information. ”

“ Every registered person, accredited external auditor, and external auditor assessing any monitoring plan under section 13, must keep and maintain complete and accurate records containing such information and documents, and in accordance with such requirements, as may be prescribed. ”

“ The Administrator shall in the case of any person which is the owner or operator of a major stationary source, and may, in the case of any other person, require enhanced monitoring and submission of compliance certifications. ”

“ A detailed monitoring plan, including funding needs and sources, that— ` (A) tracks and identifies the positive or negative impacts of the project, implementation, and provides for validation monitoring; and ` (B) includes an assessment of the following: ` (i) Whether or not the project met or exceeded desired ecological conditions; created local employment or training opportunities, including summer youth jobs programs such as the Youth Conservation Corps where appropriate. ”

“ Reasonable fees may be charged for such training provided to persons other than personnel of air pollution control agencies but such training shall be provided to such personnel of air pollution control agencies without charge.
(c) Air pollutant monitoring, analysis, modeling, and inventory research In carrying out subsection (a) of this section, the Administrator shall conduct a program of research, testing, and development of methods for sampling, measurement, monitoring, analysis, and modeling of air pollutants. ”

“ So it has seemed necessary to institute a system of periodical preparation reports, to examine them carefully, and to use all possible vigilance, lest any item be forgotten or any work done by two bureaus that ought to be done by only one.
Who should examine the reports? Naturally the same persons as decide what should be done. The same studies and deliberations that fit a person to decide what is needed, fit him to inspect the product that is offered to supply the need ”

“ The heads of Federal LEAs shall develop and implement protocols for background investigations and screening mechanisms, consistent with the best practices identified and developed pursuant to subsection (a) of this section, for State, Tribal, local, and territorial law enforcement participation in programs or activities over which Federal agencies exercise control, such as joint task forces or international training and technical assistance programs, including programs managed by the Department of State and the Department of Justice. ”
