“ Registration laws are of statutory origin, and the statute must in each case be examined to determine what instruments are to be recorded, where they are to be recorded, and the effect of a failure to record. ”

“ Every person subject to registration is required to familiarize himself with the rules and regulations governing registration and to comply therewith.
(b) Every person is deemed to have notice of the requirements of title I of the Selective Service Act of 1948 and of the rules and regulations prescribed thereunder upon the publication by the President of a proclamation or other public notice fixing a time for registration. ”

“ Third. Petitioners contend that, standing by themselves, sections 4 (a) and 5 transgress constitutional restrictions. These sections have three parts. Section 5 (a) provides for the filing of a notification of registration. Section 5 (b) makes it the duty of every registered holding company to file a registration statement, with documents and certain detailed information, within a reasonable time after registration. ”

“ An extension of the time for registering may be granted by the court, but it will only be without prejudice to the rights of third persons acquired before actual registration. These provisions for registration as amended are contained in the Companies Act 1908 (§ 93) . ”

“ In the event that any resident registration card, or the certified copy or abridged copy of resident registration certificate is required to execute various procedures and transactions, etc. as provided for in the Acts and subordinate statutes, a foreigner registration certificate or a fact-certification on foreigner registration shall substitute it. (2) Any foreigner registration and any report on a change of sojourn place under this Act shall substitute any resident registration and any moving-in report. “ Article 16 The registration organ of the place name of origin may request the applicant institution, enterprise or organization for materials necessary for the evaluation. The applicant institutions, enterprises and organizations should provide the registration organ of the place name of origin with the materials required in time. ”

“ If the registrar finds it unable to grant the registration because the purposes of the association are contrary to the law or public good morals or may be harmful to public peace or state security, or the applicant fails to effect rectification or modification correctly within thirty days from the day he learns the order of the registrar, the registrar shall issue an order refusing the registration and without delay notify the applicant of the order together with the reasons for the refusal. ”

“ For each registration certificate properly made and returned to the State registrar, the local registrar returning the same shall be entitled to a fee of twenty-five cents, to be paid by the registrant. Application for registration and for transcript may be made direct to the State registrar, who may retain the fee for expenses of his office. 4. No marriage license shall be granted until the clerk or deputy clerk has reasonable assurance that the statements as to color of both man and woman are correct. ”

“ The principle next in importance prescribes that registration per se and alone shall give validity to transactions affecting land. Deposit of duplicate of the instrument, together with the record of the transaction by memorandum entered in the book of registration and endorsed on the grant by the Registrar-General, to constitute registration. This method is designed to give confidence and security to purchasers and mortgagees, through the certainty that nothing affecting the title can have existence beyond the transactions of which they have notice in the memoranda endorsed on the grant. ”

“ To obtain the allowance of a homestead entry each applicant must personally present the certificate of registration theretofore issued to him, together with a regular homestead application and the necessary accompanying proofs, and with the regular land office fees, but an honorably discharged soldier or sailor may file his declaratory statement through the agent representing him at the registration. The production of the certificate of registration will be dispensed with only upon satisfactory proof of its loss or destruction. ”

“ In his brief his first objection to the validity of the act is that the registration, which deprives all persons, except the registered owner of interest in the land, is obtained as against residents and known persons only by posting notices in a conspicuous place on the land and by registered letters, and as against nonresidents and unknown persons by publication in a newspaper ”

“ The registration at each office will be for both land districts, but at the time of registration each applicant will be required to elect and state in which district he desires to make entry. To obtain registration each applicant will be required to show himself duly qualified to make homestead entry of these lands under existing laws and to give the registering officer such appropriate matters of description and identity as will protect the applicant and the government against any attempted impersonation. ”

“ If registration were the only issue in the case, I would agree at once that Congress has power to require every 'person' acting as an agent of a foreign principal to file registration statements comprehensively showing his agency activities as is required, for example, by the Foreign Agents Registration Act. ”

“ If the refusal of the registration of a colonial or foreign practitioner be on any other ground, the registrar of the general council shall, if required, state in writing the reason for the refusal, and the person refused may appeal to the privy council, which, after communicating with the general council, may dismiss the appeal or order the general council to enter the name of the applicant on the register. ”

“ But treating item 11 of the Supplemental Registration Statement ('Comprehensive statement of nature of business of registrant') , prescribed by the Secretary, as a regulation fixing the details of the registrant's activities which he is required to state, it must either be taken as limited to a statement of his activities as agent, to which § 3 (c) alone refers, or to exceed the authority conferred upon the Secretary by that section. ”

“ Organizations required to register must report, inter alia, the names and addresses of their officers, branch officers and contributors, a detailed desr iption of their activities, and a detailed statement of assets, and must file copies of publications which they issue or distribute; registration statements must be kept up to date and are to be open for public examination. ”

“ A roll containing the names of all persons thus registered, sworn to and certified by the officers of registration, shall be filed, for record and preservation, in the clerk's office of the circuit court of the county, or the clerk's office of the corporation court of the city, as the case may be. Persons thus enrolled shall not be required to register again, unless they shall have ceased to be residents of the State, or become disqualified by section Twenty-three. ”

“ If any person whose registration is not legal because of some error, misunderstanding, or unintentional omission shall submit satisfactory proof that he had all the requirements provided by law at the time of his imperfect registration, and was entitled to be legally registered, he may, on the unanimous recommendation of a State board of medical examiners, receive from the regents under seal a certificate of the facts, which may be registered by any county clerk and shall make valid the previous imperfect registration. ”

“ LAND REGISTRATION, a legal process connected with the transfer of landed property, comprising two forms—registration of deeds and registration of title, which may be best described as a species of machinery for assisting a purchaser or mortgagee in his inquiries as to his vendor’s or mortgagor’s title previously to completing his dealing, and for securing his own position afterwards. ”

“ Any person may, within three months from the date of advertisement or readvertisement of an application for registration or within such further period, not exceeding one month, in the aggregate, as the Registrar, on application made to him in such manner and on payment of such fee as may be prescribed allows, give notice in writing in the prescribed manner to the Registrar, of opposition to the registration. ”

“ A natural person who decides to take or change his name, or a legal person or an unincorporated organization who decides to take, change, or transfer its entity name, shall file registration with the relevant authorities in accordance with law, unless otherwise provided by law. ”

“ Pending registration, no change can be set up against other persons. If there is provisional disposition to suspend the performance of duties by, or to appoint a substitute for, a registered director, supervisor, liquidator or member, or a change or cancellation of such provisional disposition, registration thereof shall be effected at the registry having jurisdiction over the principal office and at the registry having jurisdiction over any other office. ”

“ Where a professional engineering consulting firm has been suspended from business operation for over one year, the competent authority may abolish its permission or revoke its registration certificate and shall inform the competent authority in charge of incorporation registration to abolish the incorporation registration or registration in part except in a case when the firm is backed by a justifiable reason and approved by the competent authority. ”

“ But this was only to be granted on a regular investigation of title, which, though not so strict as under the former act, yet necessarily involved time and cost. Possessory registration, however, was to be granted to any one who could show a prima facie title—a quick and cheap process. But the effect of such registration would not be immediately felt. It would not destroy existing adverse claims. It would only prevent new difficulties from arising. ”

“ The registration records shall not be closed to new or transferred registrations more than thirty days before the election in which they are to be used.
Applications to register shall require the applicant to provide the following information on a standard form: full name; date of birth; residence address; social security number, if any; whether the applicant is presently a United States citizen; and such additional information as may be required by law. ”

"Another case: A man came to the place of registration, and remarked to the officer that he supposed he could not register, as he had a wife and also kept a mistress. ”

“ If this decree is affirmed, it will constitute a specific adjudication that registration will be without prejudice to future challenge of the validity of any provision of the act, or requirement of the Commission, outside of sections 4 (a) and 5. It is idle to contend that registration pursuant to the decree will subject the defendants to the act as an integrated whole or bring into operation against them what the decree expressly excludes. ”

“ On application made in the prescribed manner to the Appellate Board or to Power to the Registrar by any person aggrieved, the tribunal may make such order as it may think cancel or vary fit for cancelling or varying the registration of a geographical indication or authorised user on the ground of any contravention, or failure to observe the condition entered on the register in relation thereto. ”

“ On the contrary, the intent is that all deeds probated in such manner that under the previous laws they were entitled to be admitted to registration shall be validated 'to all intents and purposes.' The result is that if already registered when the act of 1870 was ratified, the legislative fiat for registration, which took the place of the judicial fiat, applied to them nunc pro tunc. ”

“ Registries are established in all the considerable towns. The duty on sales amounts to the high figure of about 61/2% on the value. Part of this is allocated to registration, in addition to which a fixed fee of one franc, and stationers’ charges averaging 6 francs are also chargeable. ”
