“ AID IN MANAGEMENT AND DISCIPLINE
11. Owing to his peculiar knowledge of human nature, it is often possible for the employment supervisor or his assistant to aid executives in discipline in their several departments. It has been our experience that an efficient employment department is not in existence very long before many executives begin to come in for consultation and to ask the employment supervisor or his assistant what course to pursue in reference to some particular man or some particular set of circumstances. ”

“ The supervisor must have studied the schools and the legislation of this department very carefully, and further he must have a certain tact and delicacy in his intercourse with men, which can only be acquired by experience, and for lack of experience, by serious and profound thought. ”

“ These essentials must be fairly well balanced in the person who is a candidate for a supervisory office. We are familiar with the type of supervisor who, though largely lacking scholastic attainments, is so pleasing as to give a certain desirable kind of service and who is therefore retained year after year. Compare such a supervisor with the reverse, the one who has all the professional degrees obtainable but who lacks the human touch. Neither type is entirely qualified.
Teachers are good judges. ”

“ Section 209. IMPROVEMENT OF TRAINING FOR SUPERVISORS. (a) In General.— The Secretary of Veterans Affairs shall provide to each employee of the Department of Veterans Affairs who is employed as a supervisor periodic training on the following: (1) The rights of whistleblowers and how to address a report by an employee of a hostile work environment, reprisal, or harassment. (2) How to effectively motivate, manage, and reward the employees who report to the supervisor. ”

When we reach so high as to go beyond the heads of real departments we find our old friend, volume of business, and his bastard brother, unbalanced administration, to demand more balance wheels. The unit has become of too large a size for a single governor. ”

“ All instructions from general officers, including the general manager, should come to employes through the superintendent's office, not only to respect the integrity of the organization unit, but to preserve a history of the transaction in the authorized office of record—to get all the runs, including the general manager's special, on the right train sheet as it were. Whoever acts, whether the superintendent himself or an assistant, has at hand in one office of record full information for his guidance. You understand that the superintendent is boss. ”
