“ Making available to the public or provision of the information about trade secrets or business operations of a person, legal person or group will hamper the right, competitive position or just interests of such person, legal person or group, except where it is necessary for public interest, protects people's life, body, health, or is consented by the person concerned. ”

“ Article 14 During the construction or the operation period of nuclear reactor facilities, the competent authorities may dispatch the inspector to inspect the facilities at anytime, and may require the licensee to submit relevant materials; wherein, the licensee shall not evade, interfere with or refuse the same. If there is anything not conform to the prescription or if the public health/safety or environmental ecology may be endangered, the competent authorities shall order the licensee to improve the situation or take any other necessary measures within a prescribed time period. ”

“ For enterprises which can prove others' injuries are not the result of the enterprises' intention or gross negligence, their liability for compensation are limited to the actual injuries incurred to others, excluding the others' loss of interests as stipulated in Civil Law Article 216. However, for injuries out of enterprises' intentional behavior or with infringement of others' life, body or health, the limitation shall not apply. ”

“ However, personnel reassigned in accordance with said regulations whose ranks, grades, and pay determined by the Ministry of Civil Service are lower than their pay prior to the enactment of this Act, they may choose to make up the difference; such difference shall be offset at the time pay adjustment is made. However, such personnel may not apply for living allowance during the period when they receive the pay difference; or they may choose not to accept such pay difference and retain the right to apply for living allowance according to law. ”

“ Article 8 People, legal persons, organizations or other institutions from Mainland area shall not lobby in person or commission other lobbyist to do so; people, legal persons, organizations or other institutions from Hong Kong or Macau are also applicable. Article 9 During the process of lobbying, lobbyists shall not employ force, intimidation or other unjustifiable means, and shall not offer, promise or give a bribe or other improper benefit to a lobbied party. ”

“ Plan a system of inmate edification and education, behavior evaluation, counseling, instruction, educational affairs, discipline, social work, progressive treatment, parole, and parole revocation for the correctional facilities, and offer leadership and supervision. d. “ Article 10 To upgrade the level of academic research, foster and recruit high-caliber talent, and accumulate cultural knowledge capital, the central education authority may formulate a special sub-project of the Project to Expand Investment in Public Works under this Act, which will not be subject to the provisions of Article 2, Paragraph 2 herein. Special budget expenditure as aforesaid that is not fully implemented within the year for which it is allocated may be retained for continuing use in ensuing years, and will not be subject to the restriction stipulated in Article 9. ”

“ When conducting the land appropriation or expropriation referred to in the preceding paragraph, the implementing authority may state in the appropriation or expropriation plan that the development, construction and operating of disposal facility be carried out through joint-development, consigned development, cooperative operating, leasing, setting right of superficies, trust, or investing by land right or rent, without being limited by the provisions of Article 25 of Land Act, Article 28 of National Property Act, and the regulations of local governments on management of public properties. ”

“ When multi functions are involved distinct governmental institutions and agencies should contact and coordinate themselves to carry out their responsibilities. The government should cooperate with other national governments and international non-governmental organizations and human rights institutions to realize promotion and protection of human rights provisions in the two Covenants. ”
