“ You will please to observe, that though perhaps it is the most important point, that the persons to be inspected should always feel themselves as if under inspection, at least as standing a great chance of being so, yet it is not by any means the only one. If it were, the same advantage might be given to buildings of almost any form. What is also of importance is, that for the greatest proportion of time possible, each man should actually be under inspection. ”

“ To say all in one word, it will be found applicable, I think, without exception, to all establishments whatsoever, in which, within a space not too large to be covered or commanded by buildings, a number of persons are meant to be kept under inspection. ”

“ And I think, it needs not much argument to prove, that the business of inspection, like every other, will be performed to a greater degree of perfection, the less trouble the performance of it requires. ”

“ Continuation of employment– An individual employed as an inspector may not continue to be employed in that capacity unless the evaluation demonstrates that the individual—
(i) continues to meet all qualifications and standards; (ii) has a satisfactory record of performance and attention to duty based on the standards and requirements in the inspection program; and (iii) demonstrates the current knowledge and skills necessary to courteously, vigilantly, and effectively perform inspection functions. ”

“ We know that these things are not being done except where men or women make it their business to see that they are done. Experience tells us that inspectors will not consistently do their duty unless those who direct them have regular records of their inspections, study those records, find out work not done properly or promptly, and insist upon thorough inspection. ”

“ GENERAL REMARKS ABOUT INSPECTION AND INSPECTORS The necessity of having competent and honest inspectors upon any public work during its construction need not be here argued. It is generally understood and recognized in the case of work carried out by contract. Where the contractor is incompetent, careless or unreliable, inspection is absolutely necessary if good work is to be secured. ”

“ From your knowledge of the actual state of much of the population in the worst part of the metropolis, derived from your experience in the several local offices you have held, and especially your experience as a superintendent registrar, do you believe that the inspection of the body to verify the fact of death, and, as far as inspection and inquiry on the spot may do so, to determine the cause of death, would be important securities not merely for the truth of the registration, but valuable securities for life itself?—Most certainly I do. ”

“ One often wonders at this constant habit of official inspections, when an unofficial inspection, made by an able man who strolled in unannounced, would be so much more intelligent and valuable. It is almost painful to witness the preparation that goes on before an official visit. ”

“ What is an inspection? Something which can be accomplished by looking at or weighing or measuring the thing to be inspected, or applying to it at once some crucial test. When testimony or evidence is to be taken and examined, it is not inspection in any sense whatever. ”

“ Office Inspection as a Check on Field Work.—The office inspection furnished many valuable data for checking the judgment of the field men. For example, the number of cubic yards of excavation and embankment on probably the greater part of the mileage had to be secured by the field inspectors, either because the records had not been kept or the changes of line and grade had been so extensive as to destroy their reliability. Every field inspector, therefore, made his own estimate of the yardage of pay earth. ”

“ Inspection.—In the inspection of workmanship and materials, the engineer is assisted by a corps of inspectors and assistants who act under his direction. The duties of the inspector are to be present at all times that work is in progress and to act for the engineer in enforcing the terms of the contract, the details of the drawings, and the tests applicable to the workmanship and materials that he is delegated to inspect. ”

“ Work safety supervisors and inspectors shall keep a written record of the inspection, including the time, place, contents, the problems discovered and how the problems are dealt with, which shall be signed by the inspectors and the person directly in charge of the entity under inspection. Where the person directly in charge of an entity under inspection refuses to sign, the inspectors shall keep a record of the fact and report the matter to departments in charge of work safety supervision and administration. ”

“ The duties of Men Sanitary Inspectors are very clearly defined, and differ considerably from those of the women. Men are mainly engaged in the inspection and reconstruction of drains, the detection of structural defects in the houses of the working classes, the carrying out of bye-laws with regard to tenement houses, the investigation of cases of notifiable infectious diseases, the inspection of workshops and factories, the enforcement of the law with regard to the sale of foods and drugs and the abatement of smoke nuisances. ”

“ National inspectors and inspection
19.— (1) All authorised officers shall be national inspectors for the purposes of this Act.
(2) The Director-General may, from time to time, appoint in writing any other person to be a national inspector.
(3) A national inspector may—
(a) with the consent of the person who owns, or who is in control of, any premises; or (b) under a warrant issued under section 24 or 25 in respect of any premises, enter the premises and exercise, on or in the premises, any inspection power for a compliance purpose. ”

“ In computing, the staff made use of all data of every nature which was before them, checked the judgment of the field inspector wherever any reliable data were furnished, took into account age, special notes, or costs, and, in case of any serious discrepancy in his percentage, reported to the head of the department for either a re-inspection or for a conference with the appraiser and inspector. ”

“ That which is of importance to observe is, that the tendency and effect of the costly, but most effective, system of inspection is, in reality, to convert inspection into superintendence, and to extend the direct influence of the Board over all the schools in connection with them. ”

“ Where considerations of health and safety are involved, the facts that would justify an inference of 'probable cause' to make an inspection are clearly different from those that would justify such an inference where a criminal investigation has been undertaken. ”

“ Any person who is found in a workplace shall render all necessary assistance and co-operation to the inspector as are necessary for an entry, inspection, examination, inquiry, the taking of samples or otherwise for the exercise of his powers under this Act in relation to that workplace. ”

“ In all cases a clear cut, definite inspection of the task is desirable at least once a day and sometimes twice. When a shop is not running at night, a good time for this inspection is at seven o'clock in the morning, for instance. The inspector should daily sign a printed card, stating that he has inspected the work done by ——, and enumerating the various items of the task. ”

“ A collateral advantage it possesses, and on the score of frugality a very material one, is that which respects the number of the inspectors requisite. If this plan required more than another, the additional number would form an objection, which, were the difference to a certain degree considerable, might rise so high as to be conclusive: so far from it, that a greater multitude than ever were yet lodged in one house might be inspected by a single person; for the trouble of inspection is diminished in no less proportion than the strictness of inspection is increased. ”

“ The field inspection, to be of the greatest value, should be made by civil or mechanical engineers of long experience, preferably by men who have had charge of their respective departments on railroads of considerable extent, or of properties similar to that under investigation. ”

“ And be it further enacted,Spirits, wines and teas to be landed under inspection. That all distilled spirits, wines and teas shall be landed under the inspection of the surveyor or other officer acting as inspector of the revenue for the port, and such of the inspectors of the customs as shall be deputed by him for that purpose, and not otherwise, on pain of forfeiture thereof, for which purpose the said officer or officers shall at all reasonable times attend: Provided, that this shall not be construed to exclude the inspection of any officer of the customs, as now or heretofore practised. ”

“ To be successful his department will consist of a corps of highly trained inspectors of official rank and experience, capable of first hand dealing with things and men. The tendency of both inspection and audit is to become perfunctory. ”

“ The task force shall prepare a comprehensive report that shall include, but not be limited to— (A) a description of the functions of the audit, investigative and inspection components in the Department of Defense and the extent to which such components cooperate in their efforts to detect and prevent fraud, waste and abuse; (B) an evaluation of whether such components are sufficiently independent to carry out their responsibilities ”

“ The Secretary of Agriculture will designate an inspector to take charge of the inspection at each establishment where inspection is maintained, and will detail to said inspector such assistants as may be necessary to carry on properly the work of inspection and supervision at said establishment. For the purpose of enforcing the law and regulations the inspector and all employees under his direction shall have access at all times, by day or night, whether the establishment be operated or not, to every part of said establishment. ”

“ An adequate system of inspection will also, for the future, become an essential part of our educational system; and we desire that a sufficient number of qualified inspectors be appointed, who will periodically report upon the state of those colleges and schools which are now supported and managed by Government, as well as of such as will hereafter be brought under Government inspection, by the measures that we propose to adopt. ”

“ Duty of inspector.And the said inspector shall make an entry of all such permits, and of the contents thereof, and each pipe, butt, hogshead, cask, case, box or package whatsoever, containing such wines, shall be marked by the officer under whose immediate inspection the same shall be landed, in legible and durable characters, with progressive numbers, the name of the said officer, and the quality or kind of wine, as herein before enumerated and distinguished. ”

“ Well, again, our -- our ramp inspection, our work program, all the inspections that we're required to do by our work program only take up supposedly a certain percentage of our time, so we do have other things to do. But we accomplish as a rule 100 percent of our work program every year. ”

They are fortunate if they are such men as are suitable for this task, and if they proceed with rectitude, rigor, and example, and with zeal for the glory of God, the service of your Majesty, the welfare of this country, with a Christian and disinterested heart. ”

“ The stable detail underwent changes as time wore on. A permanent stable man was assigned for every stable and the detail was reduced to three privates.
Stable police was of double import on Saturday mornings, preparatory to the weekly inspection. Every branch and department of military life has a variety of inspections to undergo at periodical times. The inspections keep the boys in khaki on the alert; cleanliness becoming second nature. ”

“ Inspectors shall produce valid law enforcement credentials in the performance of inspection duties. Relevant entities and individuals shall cooperate with them in the inspections, accurately reflect the situation and provide relevant documents and information, etc. ”

“ No familiarity diminishes the disagreeable duty of proceeding through low, hot, and damp galleries, bent with the chest on the knees, under the oppression of clothes damp with moisture or perspiration, which the inspector must endure.
Proprietors themselves, whose direct interest it is to be aware of what is going forward under ground, are obliged to depend for inspection on their underlookers or foremen, who have been colliers. ”

“ Audit is extremely important, but not all-important. Audit is a component part of a larger activity, inspection. The word inspection on railways is unfortunately and improperly associated with the thought of secret service and underhanded spotting. True inspection is as open as the day and as welcome as the evening. ”

“ The company knows the amount it costs for the inspection, which it avers is made by its own servants, and which it avers is a most careful and efficient inspection, one intended to place and maintain the poles and wires in a perfectly safe and satisfactory condition. ”
