“ WHEREAS, an increasing number of Filipinos die each year of tobacco-related diseases such as stroke, heart disease, and various cancers, among others;
WHEREAS, scientific evidence has shown that there is no safe level of exposure to tobacco smoke; that effective measures to protect from exposure to it requires the total elimination of smoking and tobacco smoke; and that approaches other than 100% smoke-free environments, including ventilation, air filtration and the use of designated smoking areas (whether with separate ventilation systems or not) have repeatedly been shown to be ineffective. ”

“ The Moral Recovery Officer, Moral Recovery Team shall integrate in its programs and cause various programs and activities pertaining to the Moral Recovery Program to be institutionalized in the system of the Municipal Government of Urbiztondo which can be duplicated municipalwide. ”

“ WHEREAS, children usually adopts ways of adults and would benefit from positive models of non-smoking behavior and positive reinforcement of healthy lifestyle messages through exposure to smokefree and tobacco-free public areas. ”

“ Business establishments operating during night time shall only allow entry of minors within the curfew hours if accompanied by their parents or guardians.
SECTION 6. Enforcement Procedure. In compliance with the Juvenile Justice and Welfare Act of 2006 or Republic Act No. 9344, a police officer, barangay officials and tanods enforcing action under this ordinance, shall observe the prescribed provision under Section 21 of R.A. 9344 in dealing with the minor or minors believed to be in violation of the herein ordinance as follows:

Ordinance Institutionalizing the Moral Recovery Program (MRP) in the Municipality of Urbiztondo, Pangasinan
WHEREAS, the 1987 Constitution calls on the government to support efforts to strengthen the ethical and spiritual values and to develop the moral character of the Filipino people ”

“ SECTION 1. SHORT TITLE. This Ordinance shall be known as the “Anti-Smoking Ordinance of Urbiztondo.”
SECTION 2. PURPOSE. It is the purpose of this Ordinance to safeguard public health and ensure the well being of all its constituents by protecting them from the harmful effects of smoking and tobacco consumption.
SECTION 3. COVERAGE. This Ordinance shall apply to all persons, whether natural or juridical, whether resident or not, and in all places, found within the territorial jurisdiction of the Municipality Urbiztondo, Pangasinan.
SECTION 4. LEGAL BASES.
SECTION 5. ”

“ All educational institutions and other public or private establishments must try to conduct their programs or activities wherein minors are involved within a period of time that will be finished before the start of the curfew hour. ”

“ Section 3. Qualifications. – As per Memorandum Circular No. 10, s. 2005 of the Civil Service Commission pursuant to CSC Resolution No. 050320 dated March 8, 2005 the qualification standards of the position of Administrative Assistant IV (SG-10) shall be:

Section 5. Salary Grade and Funding Source. The Administrative Assistant IV shall receive a monthly compensation corresponding to Salary Grade Ten (10) . ”

“ The inspection team shall issue a Citation Ticket against the establishment upon finding of noncompliance with or of any violation of this Ordinance. A Citation Ticket may be issued for each day that the establishment is found to be non-compliant. ”

“ Regular inspection shall thereafter be conducted at least once a month or simultaneously with other regular inspections, whichever is more frequent, during normal hours of operation of the establishment. ”
