“ Sumrall, the Supreme Court of the United States said:-'It is admitted, that, in respect to foreign bills of exchange, the notarial certificate of protest is of itself sufficient proof of the dishonor of a bill, without any auxiliary evidence.' 'But where the parties reside in the same kingdom or country, there is not the same necessity for giving entire verity and credit to the notarial protest. ”
