“ The policy of the Tudor monarchy—a Welsh dynasty—in ruling Wales was that of establishing, so far as laws could establish it, a complete equality between the two nations; in delegating local government and administration to the people of Wales themselves; in introducing the whole system of English local government by permanently setting up the shire system; in uniting Wales with England by means of wise and far-seeing legislation; in paying deference to the national characteristics and aspirations of the Welsh people ”
