Implicit in that duty is the judicial enforcement of the provisions of the Fourth Amendment and Acts of Congress which limit the power of arrest and search. Judicial enforcement is no less to be invoked after the federal agents have acted than it is before they have acted, i.e., when they apply to the courts for a warrant. That, as I understand, is the teaching of the Rea case.
