“ The relation of the Provinces of the Lake and Prairie Plains to the rest of the United States is an important element in the significance of the Middle West. On the north lies the similar region of Canada: the Great Lakes are in the center of the whole eastern and more thickly settled half of North America, and they bind the Canadian and Middle Western people together. On the south, the provinces meet the apex of that of the Gulf Plains, and the Mississippi unites them. To the west, they merge gradually into the Great Plains ”

“ I beg to say to you that whoever supposes that there is anywhere in the Northern States any jealousy of this great material progress which the South is making wholly misconceives the friendly heart of the people of the North. ”

“ The Northwest presents a series of very interesting race problems. The first one, chronologically at least, is the problem that the American Indian presents. It is not so long ago since the Indian was in possession of a very large portion of the region we are now considering. A number of tribes were gradually removed further West, or were assigned to districts in the Indian Territory. But most of them were concentrated in large reservations in Minnesota, Nebraska, North and South Dakota, Montana, and Wyoming. ”

Iron from that outlier of the Laurentian highland which forms the peninsula of northern Michigan can easily be brought by water almost to the center of the prairie region. ”

But the Middle states and New England still retain their lead in matters of culture, and are very progressive, while the Pacific states have developed wonderfully, as also the South, whose future is full of promise. ”

“ But when the boundless resources that now lie hidden in its hills and mountains shall have become developed—when the vast plains shall have been settled—and towns, villages and farm houses arise in the lonely wilderness, and the teeming soil be cultivated—who then will be able to estimate the value of this great territory of the West? In ten years, the West will have a majority in the United States Congress; in a century, a large portion of it will contain a population as dense, perhaps, as that of the Atlantic States. ”

“ Broadly speaking, then, the real problem of the Northwestern frontier after 1850 was: how to put more and ever more men of capacity, endurance, strength, and adaptability into the upper Mississippi and Red River valleys, men who first break up the prairie sod, clear the brush off the slopes, drain the marshes, build the railroads, and do [81] the thousands and one hard jobs incident to pioneer life, and then turn to the building of factories and towns and cities. ”

It was founded not by individual Americans, but by the United States of America. The mighty and populous commonwealths that lie north of the Ohio and in the valley of the Upper Mississippi are in a peculiar sense the children of the National Government, and it is no mere accident that has made them in return the especial guardians and protectors of that government; for they form the heart of the nation.
Unorganized Settlements West of the Ohio. ”

“ What the Mediterranean Sea was to the Greeks, breaking the bond of custom, offering new experiences, calling out new institutions and activities, that, and more, the ever retreating frontier has been to the United States directly, and to the nations of Europe more remotely. And now, four centuries from the discovery of America, at the end of a hundred years of life under the Constitution, the frontier has gone, and with its going has closed the first period of American history. ”

“ The large towns of the Northwest are notable for the great numbers of the brightest and most energetic of the young business and professional men of the East that they contain. The intense pressure of business and absorption of private pursuits are, for the present, seeming obstacles to the progress of Western communities in the highest things ”

Without Oregon we probably would not have acquired California, and without a Pacific Coast, the United States would inevitably have been but a second-class power, the prey to European intrigue. ”

First, there were the English and the American explorers, Gray and Vancouver, and Lewis and Clark, in the employ of their respective companies or governments, whose acts formed the foundation of opposing claims to the northwest, and particularly the region drained by the Columbia River. These form a class by themselves. ”

They have seen in his round, jolly, fruitful face post-offices, land-offices, marshalships, and cabinet appointments, charge-ships and foreign missions bursting and sprouting out in wonderful exuberance, ready to be laid hold of by their greedy hands. ”

“ "I rise, Mr. President, for the purpose of announcing to the Senate that I have satisfactory evidence that the State of Mississippi, by a solemn ordinance of her people, in convention assembled, has declared her separation from the United States. Under these circumstances, of course, my functions are terminated here. It has seemed to me proper, however, that I should appear in the Senate to announce that fact to my associates, and I will say but very little more. The occasion does not invite me to go into argument; and my physical condition would not permit me to do so, if it were otherwise; ”
