Reservation

“ If the reservation by the United States of a right to lay an equivalent duty, implies a relinquishment of their right to lay any other, the reservation by France of a right to continue the specified duty, to which it is an equivalent, must imply a relinquishment of the right on her part, to lay or continue any other. ”

“ The laws which they propose are designed to remedy these evils. Reservation is the first purpose sought in them, regulation of the use of the timber the second; perpetuation of a valuable resource for coming generations the object. ”

Article 50: OTHER RESERVATIONS 1. No reservations other than those made in accordance with article 49 or with the following paragraphs shall be permitted. ”

“ The other reservations in the nineteenth article are to certain parties by name, and to certain, classes of the Indians who had made improvements, and furnish no argument to illustrate this case. These reservations stand on a very different footing from those of the orphans. ”

“ The settlement of every question, whether of territory, of sovereignty, of economic arrangement, or of political relationship, upon the basis of the free acceptance of that settlement by the people immediately concerned, and not upon the basis of material interest or advantage of any other nation or people which may desire a different settlement, for the sake of its own exterior influence or mastery. ”
