“ And now, after having performed their duties, they still keep in mind the necessity of this First Quorum of all Quorums of the Church again being filled up, so that the revelations of God may be honored and we fulfil their requirements. Hence, the Council of the Apostles has taken into consideration this subject, and the question in our minds was, Have we sufficiently, as the Quorum of the Twelve Apostles, magnified our office and calling, in setting in order the Church of the living God, in organizing the various Councils, or is there something lacking? ”

“ Not in one man's hands alone does full authority reside. Three great quorums possess it; the First Presidency, the Twelve Apostles, and the First Quorum of Seventy. In the latter two it is but latent during the life of the Presidency, for there is order in God's house, but being latent makes it none the less real. The result is obvious. Evil may abound in man's heart. The emissaries of Satan may incite them to bloodshed and drivings. They may martyr the Prophet, but we have the Twelve left. They may destroy the Twelve, but the Seventies remain. ”

“ On the 28th of February there was another meeting held, at which the first quorum of seventy was organized. You will remember that the Savior, after He had chosen Twelve Apostles to preach the gospel, chose also seventy to aid the Twelve in their work. So in our day, twelve men could not do all the work of spreading the gospel, so it was necessary to call other men. In this body of men seventy form a quorum. The first quorum was organized from the brethren who were members of Zion's Camp. ”
