“ Should there be no one in the American Lutheran Ministerium who suits, and is willing to accept a call, the church council shall have full liberty, with the consent of the congregation, and of the United Ministerium, as they may deem best, to write to some godly Reverend Consistorium, or Ministerium, of the Ev. Luth. Church in Europe, interested in the extension of the Kingdom of Christ, and call one or more Pastors, on condition that they be duly examined, rightfully ordained, pure in the Evangelical doctrine, and edifying in life and conversation, as becomes their doctrine. ”

“ The head of the church government is the Supreme Church Council, whose president countersigns the ecclesiastical laws approved by the king. The right of appointing to this office lies with the minister of public worship; in the nomination of other members the president makes proposals with consent of the minister. Taxation of the general synod for parliamentary purposes needs the assent of the minister of state, and must, if it exceeds four per cent. ”

They are a traveling, presiding high council; and, laboring under the direction of the First Presidency of the Church, they have the right to build up the church and regulate all the affairs of the same in all the world. Whenever they sit as a high council, there is no appeal from their decisions—that is, they can only be called in question by the general authorities of the church in the event of transgression. ”
