“ I am one of those who believe that a United States note issued directly by the government, and convertible on demand into gold coin, or a government bond equal in value to gold, is the best currency we can adopt; that it is to be the currency of the future, not only in the United States, but in Great Britain as well; and that such a currency might properly continue to be a legal tender, except when coin is specifically stipulated for it. ”

“ While in England, during the suspension of specie payments, the conversion of a country-bank note into a Bank of England note meant the conversion of inferior currency into a superior, a safer, and in so far a more valuable one, the conversion here of a national-bank note into a greenback means virtually the conversion of one piece of currency into another which is just as good and no better. ”

“ In the United Kingdom a more obvious restraint upon an unlimited note issue, originating partly in a desire for greater security, partly in the belief that the note augmentation of the currency might lead to harmful economic results in its influence upon prices, is to be found in the Bank Acts of 1844 and 1845, which impose upon banks of issue the necessity of keeping an equivalent in gold for all notes issued beyond a certain fixed amount. ”
