“ The tendering policies of most of the countries in the world also incorporates a second principle: that of "minimum size". The cost of running a tender is prohibitive in the cases of purchases in small amounts. ”

Araluen

"Master," replied the beggar, "I like your frankness much, for I had the humor of plain dealing in me from a child; but there is no doing with it in this world,—we must do as we can; and lying is, as you call it, my profession. ”

What is that pay? Not a Roman penny; not any earthly coins or rewards; but they are promised that if they are wise, and turn many to righteousness, they shall shine as the stars for ever and ever! ”

As Horace has it, Laudat venales qui vult extrudere merces; and the laudation is apt to be in inverse proportion to the intrinsic worth of his wares. “ Demands come quickest upon the most needy, often reminded of their bereaved trade, and no philosopher's stone to smooth the creditor's brow! Now spread wide the happy cause, the prospect changes; Hope with cheering looks advances. ”

“ With this, the merchant turned to the young man and said, “Let the old woman go her way; for the veil is with me.” So saying, he brought it out from the shop and gave it to the darner before all the folk. Then he betook himself to the damsel and giving her some money, took her again to wife, after making abundance of excuses to her and asking pardon of God, because he knew not what the old woman had done. ”

“ Because our errand is here and not there: neither are those men our fellows. We be the servants of that goodly merchant who guested here a while ago, and would have bought the maiden within there in all honour, and ye rewarded his good will with scorn, and mocks and japes and scurvy dealing. ”

“ What we buy in a broom, a mat, a wagon, a knife, is some application of good sense to a common want. It is best to pay in your land a skilful gardener, or to buy good sense applied to gardening; in your sailor, good sense applied to navigation; in the house, good sense applied to cooking, sewing, serving; in your agent, good sense applied to accounts and affairs. So do you multiply your presence, or spread yourself throughout your estate. But because of the dual constitution of things, in labor as in life there can be no cheating. ”
