Defensive warfare

“ A sound defensive scheme, sustaining the bases of the national force, is the foundation upon which war rests; but who lays a foundation without intending a superstructure? The offensive element in warfare is the superstructure, the end and aim for which the defensive exists, and apart from which it is to all purposes of war worse than useless. When war has been accepted as necessary, success means 310nothing short of victory; and victory must be sought by offensive measures, and by them only can be ensured. ”

“ Whatever the tactical situation, it is by the vigour of the offensive spirit alone that success may be achieved in the face of a determined enemy.
MODERN WARFARE.—In modern warfare the defensive position plays a part of increasing importance, owing {80} to the great power conferred on the defence by modern armaments. "Machine guns and barbed wire permit the rapid organisation of defensive points of a value which cannot be disputed. In particular, they have given to a trench, or to a natural obstacle, a solidity which permits a front to be extended in a manner unsuspected before this war ”

“ When you are dealing with many miles of men whose armament is not only destructive at a great distance, but also over a wide belt of ground, you have, in the first place, a vast extension of any possible defensive lines. ”

“ Even a defensive strategy, if it is to be successful, calls not only for defensive forces to hold vital positions while mobilizing and preparing for the offensive, but also for offensive forces to attack the enemy and keep him off balance. ”

“ The defensive army, on the contrary, should endeavor, by all means, to neutralize the first forward movement of its adversary, protracting operations as long as possible while not compromising the fate of the war, and deferring a decisive battle until the time when a portion of the enemy's forces are either exhausted by labors, or scattered for the purpose of occupying invaded provinces, masking fortified places, covering sieges, protecting the line of operations, depots, &c. ”

“ His case was that war between antagonists of fairly equal equipment must end in a deadlock because of the continually increasing defensive efficiency of entrenched infantry. This would give the defensive an advantage over the most brilliant strategy and over considerably superior numbers that would completely discourage all aggression. ”

“ The main object in defensive war is, to protect the menaced territory, to retard the enemy's progress, to multiply obstacles in his way, to guard the vital points of the country, and—at the favorable moment, when the enemy becomes enfeebled by detachments, losses, privations, and fatigue—to assume the offensive, and drive him from the country. This combination of the defensive and offensive has many advantages. The enemy, being forced to take the defensive in his turn, loses much of the moral superiority due to successful offensive operations. ”

“ The object of the defense being to break and throw into confusion the troops advancing to the attack, the fire of artillery and musketry will be the natural defensive means of the first line, and when the enemy presses too closely the columns of the second line and part of the cavalry must be launched against him. There will then be a strong probability of his repulse.

In every battle one party must be the assailant and the other assailed. ”

“ The whole art of defensive war, in the present condition of the United States, and still more, what it is hereafter to be, is simplified into two principles—accumulation of masses, and the system of incessant attacks. Upon these two principles the largest invading force would be destroyed—shot like pigeons on their roost—by the volunteers and their rifles, before the lumbering machinery of a scientific army could be got into motion. ”

“ Landings will be enormously easier than they have ever been before. Once a wedge of marksmen has been driven inland they would have all the military advantages of the defence when it came to eject them. They might, for example, encircle and block some fortified post, and force costly and disastrous attempts to relieve it. The defensive country would stand at bay, tethered against any effective counter-blow, keeping guns, supplies, and men in perpetual and distressing movement to and fro along its sea-frontiers. ”

“ Whether we shall drive the enemy from their posts with a strong body of regular troops, or whether we shall permit them to extend their devastations, while, with our battalions and fluctuating corps of militia, we protract a weak defensive war, till our allies are discouraged, and some unfavorable change takes place in the system of Europe. ”

“ Attempts of the enemy to gain an important advantage by a sudden stroke, which would be entirely harmless if made on our continental stronghold, might have an excellent chance of success if made on our distant insular possession, and then the whole war could be made to turn upon that point, where the enemy might concentrate his forces as easily as we, or even more easily, and be our superior on the decisive field of operations. It is evident that thus the immense advantage we now enjoy of a substantially unassailable defensive position would be lost. ”

“ When war is commenced by attacking a nation in peace, it is called offensive, and when undertaken to repel invasion, or the attacks of an enemy, it is called defensive. A war may be essentially defensive even where we begin it, if intended to prevent an attack or invasion which is under preparation. Besides this general division of war, military writers have made numerous others, such as—
Wars of intervention, in which one state interferes in favor of another. ”

“ Hostile attempts can be generally met by dismounted fire action in well-chosen strong defensive country, possibly supported by detachments of Infantry, Artillery, and 'Landsturm.' If the enemy's superiority is great, then one must retire until the equilibrium of the forces is re-established, the strategical necessity compels us to fight, or, finally, the tactical situation gives good promise of success. ”

“ When a sufficient number of shells have been fired to weaken resistance, the infantry advance in order to drive the enemy from the chosen position. In defensive action the use of the gun lies in retarding the advance of the enemy, and inflicting as much damage as possible before rifles and machine-guns can come into play. ”

“ War once determined upon, the first point to be decided is, whether it shall be offensive or defensive; and we will first explain what is meant by these terms. There are several phases of the offensive: if against a great state, the whole or a large portion of whose territory is attacked, it is an invasion; if a province only, or a line of defense of moderate extent, be assailed, it is the ordinary offensive; finally, if the offensive is but an attack upon the enemy's position, and is confined to a single operation, it is called the taking the initiative. ”

“ The important natural strategic points will be at the junction of the larger valleys or of the streams in those valleys, and will be few in number; and, if the defensive army occupy them with the mass of its forces, the invader will generally be compelled to resort to direct attacks to dislodge it. ”

“ It says a good deal for the peaceful predilections of the nations, that there has been no fairly balanced experience affording the material for decision as to the relative advantage of the offensive and the defensive under modern conditions. ”

“ Finally, our army takes up its stand far in the rear, forming a new battle-front, which has been previously fortified.
The enemy advances, repeats the previous tactics, forming a long battle-front on commanding positions just beyond the range of our guns, and again proceeds to dislodge us, and drive us back by their long-range gun-fire.
Our loss in men and guns has been enormous. The enemy, on the contrary, has lost no guns, and but few men. ”

“ Artillery is an arm equally formidable both in the offensive and defensive. As an offensive means, a great battery well managed may break an enemy's line, throw it into confusion, and prepare the way for the troops that are to make an assault. As a defensive means, it doubles the strength of a position, not only on account of the material injury it inflicts upon the enemy while at a distance, and the consequent moral effect upon his troops, but also by greatly increasing the peril of approaching near, and specially within the range of grape. ”

“ In either case the defensive force contents itself with parrying the blows of the enemy, while gathering and arranging its strength, looking and waiting for the right place and time to deliver a decisive blow which is called the counter attack. Hence, a counter attack is the offensive movement of an active defense. Its success greatly depends on being delivered with vigor and at the proper time. ”

“ If the invading army is twice as strong as the defensive, it may be divided into two equal parts, one of which may move directly upon the capital, while the other may follow the army retiring along the frontier. ”

“ A war is not less a defensive war if you strike at your enemy in his own territory, or if you come to the aid of your ally, whose territory has been invaded or is threatened. In the circumstances which prevailed for a considerable number of years prior to the outbreak of the present war, it gradually became more and more obvious, that our soundest defence would be joint action with France upon her north-eastern frontier. For there, beyond any doubt, would Germany's supreme effort be made against the Triple Entente. ”

“ Our case requires not merely firmness in holding our position by our veterans, but affirmative, aggressive action, resulting in accessions from the hostile or neutral, captures from the enemy. If the higher morale—the better weapons, the stronger ammunition—are not with us, but against us, how are we to be capable of the kind of warfare necessary to the situation? ”

“ The conclusion then is that although for the practical purpose of framing or appreciating plans of war the classification of wars into offensive and defensive is of little use, a clear apprehension of the inherent relative advantages of offence and defence is essential. We must realise that in certain cases, provided always we preserve the aggressive spirit, the [pg 40] defensive will enable an inferior force to achieve points when the offensive would probably lead to its destruction. ”

“ He held that the strongest form of war—that is, the form which economically makes for the highest development of strength in a given force—is strategic offensive combined with tactical defensive. Now these are in effect the conditions which limited war should give—that is, if the theatre and method be rightly chosen. Let it be remembered that the use of this form of war presupposes that we are able by superior readiness or mobility or by being more conveniently situated to establish ourselves in the territorial object before our opponent can gather strength to prevent us. ”

“ But the essential elements of defensive strength, fleets and armies, were mobile and equally available for offensive operations, and no efficient preparation for defence was possible that would not also serve for attack. Without a clear and true conception of the character of war as a conflict of national purposes, proper conduct of military operations and of defensive preparations was impossible, and to its absence was due the unorganized condition of the defence of the Empire. ”

“ All warfare that is not defensive is criminal; ”

“ In warfare in civilised and highly developed countries, when the enemy's object is rather to defeat the fighting force than to harry the convoy, and when troops can march on broad frontages, the protection given by bodies of cavalry with horse artillery, flung far to front and flanks, and supported, if necessary, by infantry, is usually adequate. ”

“ We now have a broadly based and efficient defensive strength, including a great deterrent power, which is, for the present, our main guarantee against war; but, unless we act wisely and promptly, we could lose that capacity to deter attack or defend ourselves. ”

“ We do not see the guns that bombard us; the attacking lines of the enemy infantry are men like ourselves; but these tanks are machines, their caterpillars run on as endless as the war, they are annihilation, they roll without feeling into the craters, and climb up again without stopping, a fleet of roaring, smoke-belching armour-clads, invulnerable steel beasts squashing the dead and the wounded—we shrivel up in our thin skin before them, against their colossal weight our arms are sticks of straw, and our hand-grenades matches. ”

“ The most effective defense of beleaguered field artillery units, however, was that provided by prompt counterattack delivered by neighboring infantry or tanks, a tactic which turned on accurate local intelligence, unbroken communications, and the enemy inability to deflect the counterattack force with heavy supporting weapons or mines. ”
