Robert Hutchings Goddard Goddard's Proposal to the Smithsonian (1916)

Inasmuch as designs and theories alone can hardly carry conviction, certain experiments were desirable in order that any doubtful points might be settled. I first found that the efficiency of an ordinary rocket is remarkably small; namely, less than two per cent. Even the one-pound Coston ship rocket, which I found to have a range of a quarter of a mile, has an efficiency of but little over two per cent; the average velocity of ejection of the gases being about 1000 ft/sec.

I did not wish to use the Carnegie grant until all the work possible had been done under the Smithsonian grant, so that I could be sure afterward of what particular developments had been made under each grant.
The long delay in making a decision regarding the larger-scale work has placed me in a very awkward position. I had hoped that the smaller-scale development could be carried on under Smithsonian auspices exclusively, until the larger grant was made.

In case the person or organization which is willing to finance the development of a high-altitude rocket for serious work is not satisfied with the flight of March 16, it will be necessary to make the rocket on a larger scale, in order to increase the lift in proportion to weight. I believe that such a larger model can be made for $500.
