“ When the Board of Visitors met in June, 1848, I submitted to them the question of making an appeal to the Legislature for the appropriation of $50,000 in three annual payments, to be used in removing the old barracks and constructing a new building, upon the most approved architectural plan, so that the institution should be presented, in its buildings and grounds, in such proportions and beauty as would be in harmony with its established reputation as the military and scientific school of Virginia. ”
