“ If an appeal board reasonably believes that a building services installation is relevant to the determination of an appeal, the board may, by an authorization signed by the Chairperson of the board— (a) authorize a person to inspect the installation; and (b) authorize the person to enter any unit that is not for residential use for the purposes of the inspection. (2) A person who, without reasonable excuse, obstructs a person authorized under subsection (1) in the inspection commits an offence and is liable on conviction to a fine at level 5 and to imprisonment for 6 months. ”
