“ Establishment of Trail Route- The Secretary, with concurrence of the agency having jurisdiction over the relevant roads, may designate a vehicular tour route, to be known as the `Votes for Women History Trail Route', to link properties in the State that are historically and thematically associated with the struggle for women's suffrage in the United States. ”

“ DETERMINATION OF GRANTS- Of the amounts made available for grants under subsection (e) , not less than 50 percent shall be made available for grants for projects to preserve collections and historic properties, to be distributed through a competitive grant process administered by the Secretary, subject to the eligibility criteria established under paragraph (5) . (3) APPLICATIONS FOR GRANTS- To be considered for a competitive grant under the program an eligible entity shall submit to the Secretary an application containing such information as the Secretary may require. ”

“ GENERAL MANAGEMENT PLAN- (A) IN GENERAL- Not later than 3 years after the date on which funds are made available, the Secretary shall complete a general management plan for the Park that, among other things, defines the role and responsibility of the Secretary with regard to the interpretation and the preservation of the site. (B) CONSULTATION- The Secretary shall consult with and solicit advice and recommendations from State, county, local, and civic organizations and leaders, and other interested parties in the preparation of the management plan. ”

“ An education and interpretation project that conveys the history of a community or site. (iii) A planning project (other than building rehabilitation) that advances economic development using heritage tourism and historic preservation. (iv) A training project that provides opportunities for professional development in areas that would aid a community in using and promoting its historic resources. (v) A project to support heritage tourism in a Preserve America Community designated under subsection (d) . ”

“ TRAVEL EXPENSES- A member of the Commission shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for an employee of an agency under subchapter I of chapter 57 of title 5, United States Code, while away from the home or regular place of business of the member in the performance of the duties of the Commission. ”

“ Design- (1) IN GENERAL- The memorial authorized by subsection (a) shall— (A) display in an appropriate manner the names of the first 5,000 individuals sent to the Kalaupapa Peninsula between 1866 and 1896, most of whom lived at Kalawao ”
