“ For the first time a great potentate - the head of the most powerful military nation of Europe - has called a Congress, to devise, amongst other measures, the means of reducing those enormous standing armaments, which are the curse and the peril of Europe at this time. But this I would say, that if there should be a Congress, and this part of the programme - a diminution of armaments is made the primary and fundamental object of that Congress, I am afraid from past experience that it would probably only lead to an increase of the evil. ”
