“ The inference that both ship and those on board are to be subjected to prosecution on incriminating evidence is fully justified by paragraph 1 of article II in specifically permitting examination of the ship papers and inquiries to those on board to ascertain whether not only the ship, but also those on board are endeavoring to import or have imported liquor into the United States. If those on board are to be excluded, then by the same narrow construction the cargo of liquor is to escape adjudication, though it is subject to search as the persons on board are to inquiry into their guilt. ”
