In enforcing the Board's orders the Courts of Appeals similarly act not merely to review a common-law judgment, but to 'effectuate the policies' of the National Labor Relations Act by enforcement orders directing that action be taken to remove the unfair labor practice found to exist. Every affirmative order in equity carries with it the implicit command to refrain from action designed to defeat it. ”
