Federated Malay States

“ He is as frankly profligate as his thin blood permits, but the dissipation in which he indulges only makes him a disreputable member of society, and calls for none of the manly virtues which make the Malay attractive to those who know and love him in his truculent untamed state. On the East Coast, things are different, and the Malay States are still what they profess to be—States in which the native element predominates, where the people still think boldly from right to left, and lead much the same lives as those their forbears led before them. ”

“ The systems of government in the Malay States vary in detail, but on the whole may be regarded as absolute despotisms, modified by certain rights, of which no rulers in a Mohammedan country can absolutely deprive the ruled, and by the assertion of the individual rights of chiefs. ”

“ Their governments have been broken up, the old states decomposed by treachery, bribery and intrigue, their possessions snatched from them under flimsy pretences, their trade restricted, their vices encouraged, their virtues repressed, and their energies paralysed or rendered desperate, till there is every reason to fear the gradual extinction of the Malay. ”

“ Crime in the Malay districts in these States is so rare, that were it not for the Chinese, a few policemen would be all the force that would be needed. The "village system," the old Malay system with its head man and village officials, though formerly abused, seems under the new regime to work well, and by it the Malays have been long accustomed to a species of self-government, and to the maintenance of law and order. I notice that all the European officials who speak their language and act righteously toward them like them very much, and this says much in their favor. ”

“ The future position and status of the Malay Rulers in particular cannot finally be judged before liberation when it will be possible to assess not only their individual records but also and especially the attitude of the people of Malaya to the advantages or otherwise of maintaining the Sultanates as institutions in the several States. ”

“ In most of the states there are extensive Malay reservations of land and the system of reserving land for Malays has been in action for many years. In every state the Ruler-in-Council has the power to permit a non-Malay to acquire a piece of land in a Malay reservation but the power is not used very freely. ”

“ The land owned by Malays is being measured, and printed title-deeds are being given, a payment of 2s. an acre per annum being levied instead of any taxes on produce. Export duties are levied on certain articles, but the navigation of the rivers is free. Debt slavery, one curse of the Malay States, has been abolished by the energy of Captain Murray with the cordial co-operation of the Datu Klana, and now the whole population have the status and rights of free men. It is a great pity that this Prince is in Malacca, for he is said to be a very enlightened ruler. ”

“ The räayat would have been content, I fancy, to plod on through the centuries 'without hope of change'; and, so far as the past history of a people can be taken as giving an indication of its future, it would seem that, in Malay countries, the growing tendencies made rather for an absolute than for a limited monarchy. The genius of the Malay is in most things mimetic rather than original, and, where he has no other model at hand to copy, he falls back upon the past. ”

“ They feel that they are being rushed into some adventure, of whose outcome they are uncenain. Fear is the dominating factor among them —fear of Malay domination, fear of Muslim subjugation because of the proposal that Islam should be the official religion of the Federation of Malays fear of being swamped by people from Malaya and Singapore who would deprive them of the land and opportunities in Government and other enterprises, fear of the threat to their language and cultures and so on These are genuine and understandable fears. ”

“ The Malay population is fifty-seven thousand nearly, with a large preponderance of males, but fifty-eight thousand have crowded into the little strip of land called Province Wellesley, which is altogether under British rule, and sixty-seven thousand into Malacca, which has the same advantage. I suppose that slavery and polygamy have had something to do with the diminution of the population, as well as small-pox. Formerly large armies of fighting men could be raised in these States. Islamism is always antagonistic to national progress. ”

“ As years go on the up-country life of which I write will become less and less common in this Peninsula of ours, and the Malays will be governed wholly by men, who, never having lived their lives, cannot expect to have more than a surface knowledge of the people whose destinies are in their hands. The Native States will, I fancy, be none the better governed, and those who rule them will miss much which has tended to widen the lives of the men who came before [255] them, and who dwelt among the people while they were still as God made them. ”

“ The Malay, hence, is justly considered by them as the violator of every law, human and divine; and whenever any of these people meet with one, they satiate their vengeance, and destroy him as the enemy of their race, and as a monster of the human kind. The Portuguese missionaries found these people very tractable converts, and very large bodies of them are very easily governed by a single Malay chief, as at Landa, Songo, and Matan. I have seen very large bodies of them [384] at Kimanis and Maludu, but none of them possessing the ferocity of a Malay. ”

“ There are now sixty-seven thousand Malays in the British territory of Malacca, and the number is continually increased by fugitives from the system of debt-slavery which prevails in some of the adjacent States, and by immigration from the same States of Malays who prefer the security which British rule affords. ”

“ Under such circumstances, if there were little opportunity for commerce, there was none for scientific investigations; and only by the enterprises of commerce or the researches of science do we know of new and distant countries.
Many races inhabit Borneo; but the Malays and Sea and Land Dyaks greatly preponderate. The Malays, who came from continental Asia, are the conquering and governing race. In their native condition they are indolent, treacherous, and given to piracy. The very name Malay has come to stand for cruelty and revenge. ”

“ Simple in their habits, they are neither treacherous nor bloodthirsty; cheerful, polite, hospitable, gentle in their manners, they live in communities with fewer crimes and fewer punishments than most other people of the globe. They are passionately [295] fond of their children, and indulgent even to a fault; and the ties of family relationship and good feeling continue in force for several generations. The feeling of the Malay, fostered by education, is acute, and his passions are roused if shame be put upon him ”

“ The Malay sovereigns in most cases have come to be little more than the feudal heads of bodies of insubordinate chiefs, while even the headmen of the villages take upon themselves to levy taxes and administer a sort of justice. ”

“ The Malaysia proposals would interfere with this development. Communist elements have therefore worked ceaselessly to exaggerate the fears which the Chinese community as a whole and members of other communities have of Malay domination and to make capital out of every possible issue, e.g., special position for the natives, citizenship, national language and religion. They have also worked on the emotions of a large body of younger Chinese, who have been educated in Chinese schools, who are strongly nationalistic and who have feelings of frustration and anxiety about their prospects. ”

“ Nor can this furnish matter for regret to any one who knew them as they were and still are in some of the wilder and more remote regions of the Peninsula. One may, perhaps, feel some measure of sentimental sorrow that the natural should here, as elsewhere, be replaced by the artificial; one may recognise with sufficient clearness that the Malay in his natural unregenerate state is more attractive an individual than he is apt to become under the influence of European civilisation ”

“ The ruling classes, on the other hand, are natives of the adjacent island of Bali, and are of the Brahminical religion. The government is an absolute monarchy, but it seems to be conducted with more wisdom and moderation than is usual in Malay countries. The father of the present Rajah conquered the island, and the people seem now quite reconciled to their new rulers, who do not interfere with their religion, and probably do not tax them any heavier than did the native chiefs they have supplanted. The laws now in force in Lombock are very severe. Theft is punished by death. ”

“ Sir Hugh Low tells us that these old Malay kingdoms appear to have risen to their zenith of power and prosperity two hundred years after their conversion to Islam, and then their decline commenced, but he should have added half a century to this epoch. The late Rajah was of opinion that perhaps the introduction of Muhammadanism may have been the cause of their deterioration. Two hundred and fifty years after the conversion of the Malays to Muhammadanism, and under the ægis of this religion, all the Malayan States attained their zenith. ”

“ This fact speaks volumes; an old-established and recognized Malay government is to be attacked by a lawless adventurer, who has seized on a portion of its territory, and lives by piracy, for venturing to treat with a foreign power for the best purposes. ”

“ The immigrant Chinese, who are called Sinkehs, are much despised by the Babas, who glory specially in being British-born subjects. The Chinese promise to be in some sort the commercial rulers of the Straits.
The Malays proper inhabit the Malay Peninsula, and almost all the coast regions of Borneo and Sumatra. They all speak more or less purely the Malay language; they are all Mohammedans, and they all write in the Arabic character. Their color is a lightish, olive-tinted, reddish brown. Their hair is invariably black, straight, and coarse, and their faces and bodies are nearly hairless. ”

“ His manner is as quiet and unpretending as can possibly be, and he speaks to Malays as respectfully as to Europeans, neither lowering thereby his own dignity nor theirs. Apparently they have free access to him during all hours of daylight, and as I sit writing to you or reading, a Malay shadow constantly falls across my paper, and a Malay, with silent, cat-like tread glides up the steps and appears unannounced in the veranda, on which Mr. Low at once lays aside whatever he is doing, and quietly gives himself to the business in hand. ”

“ The Malay government is said to exhibit the feudal system in its most perfect form. The chief, or rajah, issues his orders to the Pangerans, or princes of the blood; to the Datus, or nobles of royal descent; or to the Orang Kayas, or wealthy vassals. All these obey and follow him to war, free of expense, when the king is sufficiently powerful to enforce it; but whenever the vassal feels himself strong enough to throw off the yoke, and to assert his independence, he sets up for himself. ”

“ In ordinary circumstances, however, the Malay is not treacherous, and there are many instances recorded in which men of this race have risked their own lives on behalf of Europeans who chanced to be their friends. As a race they are exceedingly courteous and self-respecting. Their own code of manners is minute and strict, and they observe its provisions faithfully. Unlike many Orientals, the Malays can be treated with a friendly familiarity without such treatment breeding lack of respect or leading to liberties being taken with the superior. ”

“ They are, at the same time, fully aware of the customs by which their ancestors were governed, and are constantly appealing to them as a rule of right, and frequently arguing with the Malay on the subject. Upon these occasions they are silenced, but not convinced; and the Malay, while he evades or bullies when it is needful, is sure to appeal to these very much-abused customs whenever it serves his purpose. The manners of the Dyaks with strangers are reserved to an extent rarely seen among rude or half-civilized people ”

“ The position in Sarawak is further exacerbated by the fact that the present Government in Malaya, which would clearly be an important force in a new Federation of Malaysia, is anti-Communist. In the absence of some project like Malaysia, the Chinese, with their rapidly increasing population and their long start over other races in education, could expect, when independence came, to be in an unassailable position in Sarawak. ”

“ No Malay nation has ever emerged from the hordes of that race, which has spread over the islands of the Pacific. Wherever they are found they have certain marked characteristics and of these the most remarkable is their lack of that spirit which goes to form a homogeneous people, to weld them together. The Malay is always a provincial ”

“ Malay or Indian Kingdom. This kingdom comprises India, the Malay Archipelago, and the Andaman Islands. Now, anterior to the Aryan conquest, Yellows and Blacks lived in India. The latter are still found in a pure state in the peninsula of Malacca, and in the Andaman Islands; Malaysia presents a perfect mixture of most different races, from the White to the Negro. The Malays, properly so-called, are much rather a population levelled by the action of Islamism, than a race in the true sense of the word; they present in a high degree the characters of intercrossing. ”
