Gallienus

“ Whilst Rome lamented the fate of her sovereign, the savage coldness of his son was extolled by the servile courtiers as the perfect firmness of a hero and a stoic. It is difficult to paint the light, the various, the inconstant character of Gallienus, which he displayed without constraint, as soon as he became sole possessor of the empire. In every art that he attempted, his lively genius enabled him to succeed; and as his genius was destitute of judgment, he attempted every art, except the important ones of war and government. ”

“ Valerianus, perceiving the empire in danger on every side, associated his son Gallienus with himself in the government and went himself into the east to oppose the Persians. He entrusted to his son the care of the forces in Europe, thus leaving him to resist the Barbarians who poured in upon him in every direction. As the Germans were the most troublesome enemies, and harassed the Gauls in the vicinity of the Rhine, Gallienus marched against them in person, leaving his officers to repel with the forces under their command any others that should enter Italy, Illyricum, and Greece. ”

“ The removal of an effeminate tyrant made way for a succession of heroes. The indignation of the people imputed all their calamities to Gallienus, and the far greater part were, indeed, the consequence of his dissolute manners and careless administration. He was even destitute of a sense of honor, which so frequently supplies the absence of public virtue; and as long as he was permitted to enjoy the possession of Italy, a victory of the barbarians, the loss of a province, or the rebellion of a general, seldom disturbed the tranquil course of his pleasures. ”

“ Gallienus was a cruel and self-indulgent emperor, who excited the indignation of the Romans by leaving his old father, Valerian, to die a captive in the hands of the Persians, so that the inscription, "Clementissimo principi cuius invicta virtus sola pietate superata est," is singularly false, even for the time. ”

“ With no less celerity his followers, the Goth and the Christian excepted, disencumbered themselves of their exterior vesture, and stood forward in the character of Roman soldiers.
“Friends,” cried Gallienus, turning to the plebeian multitude, “I am not about to balk you of your sport.”
At a sign from him the legionaries ascended to the seats allotted to the philosophic portion of the audience, and a torrent of wisdom in their persons, including that of Leaena, flung forth with the energy of a catapult, descended abruptly and violently to the earth. ”

“ August. p. 196 [xxiv. 22] . ↑ The association of the brave Palmyrenian was the most popular act of the whole reign of Gallienus. Hist. August. p. 180 [xxiii. 12, 1. The statement is certainly erroneous. See Appendix 19.] ↑ Gallienus had given the titles of Cæsar and Augustus to his son Saloninus, slain at Cologne by the usurper Posthumus. A second son of Gallienus succeeded to the name and rank of his elder brother. Valerian, the brother of Gallienus, was also associated to the empire: several other brothers, sisters, nephews, and nieces of the emperor, formed a very numerous royal family. ”

“ Gallienus as a poet and a gastronomer. Charles was curious about chemistry, and founded the Royal Society. In the third century the conception of the systematic investigation of nature did not exist. Gallienus, therefore, could not patronise exact science; and the great literary light of the age, Longinus, irradiated the court of Palmyra. But the Emperor bestowed his favour in ample measure on the chief contemporary philosopher, Plotinus, who strove to unite the characters of Plato and Pythagoras, of sage and seer. ”

“ Brilliant, careless, selfish, yet good-natured vauriens, the Roman Emperor Gallienus and our Charles the Second excelled in every art save the art of reigning, and might have excelled in that also if they would have taken the trouble. ”

“ In the eighth year of that empire, Macrianus possessed himself of the imperial honour specially in Egypt. After his assumption of the purple, however, Gallienus had still much authority in Egypt. At length, in the ninth year of Gallienus, that is, in 261, Macrianus the father and the two sons being slain, the sovereignty of Gallienus was recognised also among the Egyptians. And then Gallienus gave a rescript to Dionysius, Pinna, and Demetrius, bishops of Egypt, to re-establish the sacred places,—a boon which he had granted in the former year. ”

“ Being alarmed at this he went immediately to Italy, leaving the command against the Scythians with Marcianus, a person of great experience in military affairs. While he carried on the war with great ability, Gallienus, in his journey towards Italy, had a plot formed against him by Heraclianus, prefect of the court, who communicated his design to Claudius, in whom the chief management of affairs was vested. The design was to murder Gallienus. Having found a man very ready for such an undertaking, who commanded a troop of Dalmatians, he entrusted the action to him. ”

“ Plotinus, helpless with his bonds and gag, looked on in impotent horror. Gallienus was often cruel, but could he intend such a revolting massacre? There must be something behind.
The honour of developing the Emperor’s purpose was reserved for Theocles, who, with admirable presence of mind, had ever since he found he must fight been engaged in trying to select the weakest antagonist. After hesitating between the unwieldy chief of the Peripatetics and the feminine Leaena he fixed on the latter, partly moved, perhaps, by the hope of avenging his beard. ”

“ It was in Gaul that the usurpers had most success. As soon as Gallienus left that country (260) , the general M. Cassianus Latinius Postumus was proclaimed emperor, and his authority appears to have been acknowledged in both Spain and Britain. He is described as a man of most noble and upright character; he administered justice impartially, and he defended the frontier [419] against the Germans with valour and success. ”

“ At last Gallienus is put out of the way by a council of officers, and the empire is restored by Claudius and by Aurelian. The latter, after being for some years fair to Christians, ends by persecuting them. But he too is speedily removed by death. It is remarkable that all these persecutions, by Maximin, by Decius, by Gallus, by Valerian, and by Aurelian, are of short duration: none of them continue more than three years. ”

“ It was by arms of a very different nature that Gallienus endeavoured to protect Italy from the fury of the Germans. He espoused Pipa, the daughter of a king of the Marcomanni, a Suevic tribe, which was often confounded with the Alemanni in their wars and conquests. [105] To the father, as the price of his alliance, he granted an ample settlement in Pannonia. The native charms of unpolished beauty seem to have fixed the daughter in the affections of the inconstant emperor, and the bands of policy were more firmly connected by those of love. ”

“ But a tyrant means one who rebels against the true emperor and usurps the Imperial title. Odenathus never rebelled against Gallienus and never usurped the title Augustus (Σεβαστός) or the title Cæsar. He supported the interests of Gallienus in the East and overthrew the real tyranny which was set up by Macrianus. For his services Gallienus rewarded him by the title of αὐτοκράτωρ or imperator, an unusual title to confer, but not necessarily involving Imperial dignity. ”

“ As if the Empire were not large enough for us all! What an ass the fellow must be!”
And so Gallienus changed his silk for steel, and departed for his Gallic campaign, where he bore himself more stoutly than his light talk would have led those who judged him by it to expect. Plotinus, provided with an Imperial rescript, undertook the regulation of his philosophical commonwealth in Campania, where a brief experience of architects and sophists threw him into an ecstasy, not of joy, which endured an unusually long time. ”

“ When they fell, they involved armies and provinces in their fall. There is still extant a most savage mandate from Gallienus to one of his ministers, after the suppression of Ingenuus, who had assumed the purple in Illyricum.
“It is not enough,” says that soft but inhuman prince, “that you exterminate such as have appeared in arms; the chance of battle might have served me as effectually. The male sex of every age must be extirpated; provided that, in the execution of the children and old men, you can contrive means to save our reputation. ”

“ Piso, who had come in the name of a tyrant, supported the cause of the lawful emperor Gallienus (see Hist. Aug. xxiv. 21, 4) , while Valens, who represented the cause of Gallienus, revolted, and became a tyrant himself. Both Piso and Valens were slain by their soldiers;—the news of Piso's death had reached Rome by the 25th June (Hist. Aug. ib. 3) .

“ His coins celebrate him on account of five great victories over the Germans, and not less are those of his successor in the Gallic rule, Postumus, full of the praise of the German victories of the deliverer of Gaul. Gallienus in his earlier years had taken up the struggle on the Rhine not without energy, and Postumus was even an excellent officer and would gladly have been a good regent; but amidst the utter unruliness which then prevailed in the Roman state or rather in the Roman army, the talent and ability of the individual profited neither himself nor the commonwealth. ”

“ Like the Suevi, their forces were chiefly composed of cavalry, with active footmen mingled with them; and they always proved a formidable foe. While Gallienus was in Gaul a body of them entered Italy, penetrated as far as Ravenna, and their advanced troops came nearly within sight of Rome. The senate drew out the prætorian guards, and added to them a portion of the populace to oppose them; and the barbarians, finding themselves greatly outnumbered, hastened to get beyond the Danube with their plunder. ”

“ Equally impossible is, in the same quasi–document, the tribunatus Vocontiorum of the son, an evident imitation of the tribunates, as they emerge in the Notitia Dign. of the time of Honorius.—Against Postumus and Victorinus, under whom the Gauls and the Franks fight, Gallienus marches with Aureolus, afterwards his opponent, and the later emperor Claudius; he himself is wounded by a shot from an arrow, but is victorious, without any change being produced by the victory. ”

“ Gallienus in the mean time still continued beyond the Alps, intent on the German war, while the Senate, seeing Rome in such imminent danger, armed all the soldiers that were in the city, and the strongest of the common people, and formed an army, which exceeded the Barbarians in number. This so alarmed the Barbarians, that they left Rome, but ravaged all the rest of Italy. ”

“ If the favor of the gods, upon whom we all depend, as the priests tell us, is to be purchased so well in no other way, what is the life of one man, or of many, in [Pg 95] such a cause? The great Gallienus, when his life had been less ordered than usual after the rules of temperance and religion, used to make amends by a few captives slain to Jupiter; to which, doubtless, may be ascribed his prosperous reign. But, as I was saying, there was, so Curio informed me at the market not long afterwards, a sacrifice, on the private altar of the temple, of ten captives. ”

“ The Romans had long experienced the daring valor of the people of Lower Germany. The union of their strength threatened Gaul with a more formidable invasion, and required the presence of Gallienus, the heir and colleague of Imperial power. 75 Whilst that prince, and his infant son Salonius, displayed, in the court of Treves, the majesty of the empire, its armies were ably conducted by their general, Posthumus, who, though he afterwards betrayed the family of Valerian, was ever faithful to the great interests of the monarchy. ”

“ Dionysius is still speaking of Macrianus, who had incited Valerian to attack the Persians, and then had himself attacked Gallienus and tried to usurp the throne.
[143] Is. xlii. 9, but Dionysius has substituted, for the last phrase, a phrase from xliii. 19. The original prophecy applies to the triumph of Cyrus and the conversion of the world to the worship of Jehovah. Its application in the text strikes us to-day as too fanciful.
[144] Whether Gallienus himself was really a Christian is very doubtful, but his wife, Cornelia Salonina, seems to have been. ”

“ Even after the middle of the century, when the Empire was for a time dismembered, portrait-sculpture put forth fresh evidences of life and vigour. Gallienus, who was himself a dilettante and doubtless largely endowed with personal vanity, seems to have called into being a naturalistic school of sculptors, who harked back to the models of the later Antonine period, so that it is not always easy to distinguish the busts of his time from those of a much earlier date. The Louvre bust of the emperor (Plate I. fig. 8) will serve as a type of these works. ”
