Imperial power

“ The forces of America are the forces of Empire,—the geography, the economic organization, the racial qualities—all press in the direction of imperialism. There is logic [Pg 165] behind the two centuries of conquest in which the American people have been engaged; there is logic in the rise of the plutocracy. Now it remains for the rulers of America to accept the implications of imperialism,—to thrill with the will to power; to recognize and strengthen imperial purpose; to sell imperialism to the American people—in other words to follow the call of manifest destiny and conquer the earth. ”

“ I admitted the nation’s responsibility on the ground of their having supported the Imperial Government and accepted a régime which had the power of plunging them into such a war and in such circumstances. ”

Rome had an imperial government in her Senate long before Cæsar crossed the Rubicon. It may be the rule of a Republic over another people, arbitrary and irresponsible to the governed, and it will be an imperial government in its essence, however you may disguise the fact. ”

“ These have never known peace and comfort and prosperity until our coming, but are learning ever more keenly to appreciate and to require those advantages. To strengthen the concrete aspirations, to fortify the bodily desires, to elevate the standard of living of those nations entrusted to us, this is, in its material aspect, the imperial office. ”

Had we seen a man, of whom we had no previous knowledge, suddenly invested with the sovereign authority of the country; invested with the power of taxation, with the power of the sword, the power of war and peace, the unlimited power of commanding the resources, of disposing of the lives and fortunes of every man in France ”

“ But his empire was to be more than a confederacy, it was to be an effective entity with the imperial rule supreme over all, with the imperial army a ready instrument of war in the hands of the sovereign, to compel the Universal Peace, as he called his empire, and with the king’s officers able to exercise sufficient authority for the protection, not only of the constituent parts of the empire against one another but also of the individual against the arbitrary action of the individual community. ”

“ To render themselves valuable, that is, eventually dangerous, was their first and most pressing object, and their subjects could not but feel that at a time when a consistent treatment of foreign policy was the supreme need of their country, the monarch and his counsellors justly claimed absolute power. ”

Is it not perfectly clear that they are coming because of the principles for which the Empire stands, which in their eyes are much more than power? [Hear, hear.] The Empire stands for justice, for righteousness, for good government, for mercy, for truth. ”

“ There are two sides to all great questions. But whether or not we can settle with the light of modern knowledge such a point as this, I look upon the defence of imperialism in itself, in preference to constitutional government with all its imperfections, as an outrage on the whole progress of modern civilization, and on whatever remains of dignity and intelligence among the people. ”

“ With equal satisfaction you will hail the assurance that the policy of his majesty, the emperor and king, has succeeded in retaining and strengthening the confidence of all foreign states; that the power acquired by Germany through becoming united in one Empire is not only a safe bulwark for the fatherland, but likewise affords a strong guarantee for the peace of Europe. ”

“ The Great Powers, are they really the legally recognised superiors of the minor States?
I deny it. A Great Power is any large-sized State possessing a large population which gains such economic, military, and naval strength that [30] its political influence must be reckoned with by all the other Powers. At the time of the outbreak of the World War eight States had to be considered as Great Powers, namely Great Britain, Austria-Hungary, France, Germany, Italy, Russia, the United States of America, and Japan. ”

“ But political unity and economic development are not in themselves sufficient to meet the needs of Imperial Defence. They form the national basis. But they will not by themselves insure that that material basis is efficiently utilized. ”

“ Yet I can not but admit, however reluctantly, that there is some force in the arguments with which you support that course, based as they are upon your special and personal relation to that portion of the controversy which deals with Colonial preference. You have done more than any man, living or dead, to bring home to the citizens of the Empire the consciousness of Imperial obligation, and the interdependence between the various fragments into which the Empire is geographically divided. ”

“ Being thus convinced of the impossibility of being any longer enabled to fulfil the duties of our imperial functions, we owe it to our principles and our duty, to renounce a crown which was only valuable in our eyes whilst we were able to enjoy the confidence of the electors, princes, and other states of our Germanic empire, and to perform the duties which were imposed upon us. ”

“ What use would they make of these military forces, this augmentation of power which they ask of you under the pretext of war? They seek, in strengthening the powers of the crown, to force us to a deal! If we refuse, these royalists will then attempt to fasten it upon us by the force of the arms which you will have put into their hands. ”

“ The fatal effects to the independence of Europe to be dreaded from this sole innovation, I apprehend, have been too little considered by other nations. A great Power, that can, without obstacle, and with but little expense, in four weeks increase its disposable military force from one hundred and twenty to one hundred and eighty thousand young men, accustomed to military duty from their youth, must finally become the master of all other or rival Powers, and dispose at leisure of empires, kingdoms, principalities, and republics. ”

“ Wars to maintain family alliances, to uphold or to cast down dynasties, and to regulate successions to thrones, which have occupied so much room in the his [Pg 45] tory of modern times, if not less likely to happen at all, will be less likely to become general and involve many nations, as the great principle shall be more and more established, that the interest of the world is peace, and its first great statute that every nation possesses the power of establishing a government for itself. ”

“ The foreign state is the true and real owner of its public vessels of war. The reigning Emperor, or National Assembly, or other actual person or party in power, is but the agent and representative of the national sovereignty. ”

“ Heretofore, the nearest approach to a universal state has been an empire like that of Egypt or Rome built by conquest and maintained by military authority exercised by the imperial nucleus over its associated and subordinated territories. The universal state described above would be an association of sovereign states, each delegating a sufficient measure of its sovereignty to enable the World Federation to act as a responsible planet-wide government. ”

“ At the centre, to pursue our examination, we have the nation to whose political genius the Empire owes its existence—a nation renowned, apart from its other achievements, as the parent of free government wherever it exists, and as having carried it in her own case to perhaps its highest pitch of perfection. ”

“ Neither is really in love with the imperial idea : all that is of importance to them is to erect the state into an organic, consolidated force independent of, and in its own province superior to, that of the spiritualty ”

“ In language of mingled firmness and courtesy he proceeded to point out how impossible the constant shiftings of the imperial policy made it for his government to establish any permanent hold on the good will of the English people. ”

“ Once more on this old earth of ours is witnessed the spectacle of a vast people stirred by one ideal impulse, prepared for all sacrifices for that ideal, prepared to face war, and the outcry of a misunderstanding or envious antagonism. Whither is this impulse to be directed? What minister or parliament is to dare the responsibility of turning this movement, this great and spontaneous movement, to this people's salvation, to this Empire's high purposes? How shall its bounds be made secure against encroachment, its own shores from coalesced foes? ”
