“ The Pacific Appeal has always been regarded on the Pacific Coast, also in the Eastern states, as a reliable index of the doings of the colored citizens of the Pacific states and adjacent territories. Every important political, or other movement, made by the citizens of the Pacific coast, is promptly detailed by correspondents.
The Pacific Appeal is independent in thought and in action. Its columns are open to all parties for the logical discussion of every question pertaining to the welfare and progress of the people, without regard to race, color, or condition, etc. ”

So the Chinese and Japanese on the Pacific Coast, no less than the Germans, Italians, and Greeks on the Atlantic, have their dailies and their magazines. ”

“ By the authority vested in me as President by the Constitution and the laws of the United States of America and in order to change the title of Executive Order 13125 of June 7, 1999, and to extend by 2 years the President's Advisory Commission on Asian Americans and Pacific Islanders that was created by Executive Order 13125, it is hereby ordered as follows:
Section 1.⁠ The title of Executive Order 13125 is deleted and the following title is inserted in lieu thereof: "Increasing Opportunity and Improving Quality of Life of Asian Americans and Pacific Islanders." ”

“ Should we wish the Filipino people to judge of Americans by the drunken, truculent American loafers who infest the small towns of the Islands, living on the fruits of the labour of Filipino women, and who give us more trouble than any other element in the Islands? ”

“ with considerable suspicion of its president’s brilliant theory of vending his wares direct to the people—was perhaps the only one who had suspicions. He had once written a brilliant criticism to some inquirer, in which he had said that no enterprise of such magnitude as the Northern Pacific had ever before been entirely dependent upon one house, or rather upon one man, and that he did not like it. “I am not sure that the lands through which the road runs are so unparalleled in climate, soil, timber, minerals, etc., as Mr. Cooke and his friends would have us believe. ”

“ The American press of Manila, with the very best of intentions, has indulged itself in much editorial comment, and the more the condition of things is discussed, the more the native press strengthens in its quick sensitiveness. The present attitude of the upper, or governing, class of Filipinos is this: “We want the best of everything in the world—of education, of morals, of business methods, of social polish, of literature, art, and music, of roads and bridges, of agricultural machinery, and of local transportation, and we can attain these things.” ”

“ A trip through the Southern islands on one of the “Smith Bell” steamers, affords entrancing pleasure and variety of experience, and the summer capital of Baguio and hot springs and sylvan sights are reached by the Manila and Dagupan Railway. We have a press which has talent but is handicapped by a narrow and very false idea of conservatism and there is a disposition to restrict its freedom, which is a sign of weakness if not of culpability. Great states and great people are not afraid of criticism nor even slander. ”

“ Perhaps the great American Republic, whose interests lie in the Pacific and who has no hand in the spoliation of Africa, may some day dream of foreign possession. ”

“ Such, in brief, is the form of government now in force in the Philippine Islands. The natives play a very large part in the administration of public affairs, most of the offices are open to Filipinos of ability, and peace and good order are apparent everywhere. ”

The American business men controlled much of the advertising in the American papers, and the newspapers naturally reflected the opinion of their advertisers [621] and subscribers in the advocacy of most unconciliatory measures for the native Filipino, and in decrying all efforts of the Government to teach Filipinos how to govern by associating the more intelligent of them in the Government.... ”

“ As the cold fit, in the language of one of our censors, has followed the hot fit in the popular temper, I readily take the time which hostile critics consider unfavorable, for accepting my own share of responsibility, and for avowing for myself that I declared my belief in the duty and policy of holding the whole Philippine Archipelago in the very first conference of the Commissioners in the President's room at the White House, in advance of any instructions of any sort. ”

“ The moral conquest of the Philippines has hardly commenced. The benevolent intentions of the Washington Government, and the irreproachable character and purpose of its eminent members who wield the destiny of these islanders, are unknown to the untutored masses, who judge their new masters by the individuals with whom they come into close contact. ”

“ Unquestionably, the most urgent and paramount problem facing the people of the Philippines today is the extirpation of all traces of the American brand of politics and misgovernment from these Islands ”
