United States Secretary of Homeland Security

“ The provision of information for persons seeking guidance on how to pursue proposals to develop or deploy technologies that would enhance homeland security, including information relating to Federal funding, regulation, or acquisition. (c) Miscellaneous Provisions.-- (1) In general.--Nothing in this section shall be construed as authorizing the Secretary or the technical assistance team established under subsection (b) (3) to set standards for technology to be used by the Department, any other executive agency, any State or local government entity, or any private sector entity. ”

“ Homeland security research.--The term ``homeland security research'' means research relevant to the detection of, prevention of, protection against, response to, attribution of, and recovery from homeland security threats, particularly acts of terrorism. (3) HSARPA.--The term ``HSARPA'' means the Homeland Security Advanced Research Projects Agency established in subsection (b) . (4) Under secretary.--The term ``Under Secretary'' means the Under Secretary for Science and Technology. ”

“ Special Assistant to the Secretary The Secretary shall appoint a Special Assistant to the Secretary who shall be responsible for—
(1) creating and fostering strategic communications with the private sector to enhance the primary mission of the Department to protect the American homeland; (2) advising the Secretary on the impact of the Department’s policies, regulations, processes, and actions on the private sector; (3) interfacing with other relevant Federal agencies with homeland security missions to assess the impact of these agencies’ actions on the private sector ”

“ Establishment.--The Secretary, acting through the Administrator, shall establish a graduate-level Homeland Security Education Program in the National Capital Region to provide educational opportunities to senior Federal officials and selected State and local officials with homeland security and emergency management responsibilities. ”

“ A Reuters poll found that 66 percent of Americans believe that the United States should limit the number of refugees into the country. And the safety of the American people and the security of the American homeland are the President’s top priorities, and most Americans agree with the steps that he's taking to keep our country safe. ”

“ I know there’s Border Patrol agents quoted in a lot of your stories, and you speak to frequently. And that’s something we support. It’s — obviously, there’s a long tradition of coordinating with Department of Homeland Security. But if we are — if our — if our policy is — is keeping people quiet, we are not successful. And it is not our policy to prevent people from talking. ”

“ Adjudication of asylum and refugee applications. (I) Adjudications performed at service centers. (J) All other adjudications performed by the Immigration and Naturalization Service. (c) Appointment and Evaluation.--The Under Secretary for Management shall-- (1) be appointed by the President, by and with the advice and consent of the Senate, from among persons who have-- (A) extensive executive level leadership and management experience in the public or private sector; (B) strong leadership skills; (C) a demonstrated ability to manage large and complex organizations ”
