Vicente Yáñez de Ovando

“ Ovando, though he well knew what little credit was due to such profligate men, marched without further inquiry towards Zaragua, with three hundred foot, and seventy horsemen. To prevent the Indians from taking alarm at this hostile appearance, he gave out that his sole intention was to visit Anacoana, to whom his countrymen had been so much indebted, in the most respectful manner, and to regulate with her the mode of levying the tribute payable to the king of Spain. ”

“ And although he is not to be commissioned to go himself to the punishment of that Jack-in-office Bobadilla, men say that the Commendador of Lares, Don Nicolas de Ovando, who is now preparing to set out thither, hath all the virtues under the sun. Wise and prudent and abstemious, and of a winning manner."
"Umph!" grunted the spice-dealer. "Don Ovando had needs be a second St. Paul if he is to win justice and mercy for the poor natives out yonder, at the hands of the off-scouring of our streets; and that is what our gentle-hearted queen hath most at heart." ”

“ Famine, despair, and madness drove multitudes to self-destruction, and mothers suffocated the infants at their breasts. Ovando closed the succession of his atrocities by a general massacre of natives and their chiefs, committed under the very basest arts of duplicity and treachery, while the unsuspecting victims were straining their confiding hospitality, with presents, wild games, dances, and songs, for his delight. The scene of the outrage was that exquisite region, well-nigh a poetic and fairy realm, on the western coast and promontory of the island, then called Xaragua. ”

“ Upon news of the death of Queen Ysabel, the small wages which had been paid the Indians for their labour, amounting to about half a piastre per month, were withheld, as being too grievous a burthen on the Spanish Colonists; and the hours of labour were no longer limited. 1506. In the province of Higuey, the tyranny and licentiousness of the military again threw the poor natives into a frenzy of rage and despair, and they once more revolted, burnt the fort, and killed the soldiers. Ovando resolved to put it out of the power of the people of Higuey ever again to be troublesome. ”

“ Such a man he believed he had found in Hernando Cortez,—a man, like many other men in Spain, of noble blood, but very ignoble fortune—poor, proud, so hot and overbearing in his disposition and so dissipated in his habits, that his father was glad to send him out as an adventurer. Ovando, governor of Hispaniola, the notorious betrayer of Anacoana, and murderer of her chiefs, was his relation, and received him with open arms as a fit instrument in such work70 as he had to do. ”

“ She was a beautiful woman, possessing the art of lulling away the cares of her people by extemporizing for them the naive songs they were so fond of. Like her husband, Anacaona was to be a victim of the Spanish tyranny. Ovando took umbrage at the moral ascendency she possessed over the natives. Under the pretext of collecting the tribute due to the Court of Spain, he left for the Xaragua, escorted by 300 foot soldiers and 70 cavalrymen. In pursuance of instructions given by Anacaona, the people everywhere gave him the most friendly welcome. ”

“ It was only when news came that a fleet of caravels was expected from Spain that Ovando could no longer prevent Mendez from going to San Domingo and, purchasing one of them.
Ovando had indeed lost all but the outer semblance of a man; the soul or animating part of him had entirely gone to corruption. He had no interest in rescuing the Admiral; he had, on the contrary, great interest in leaving him unrescued; but curiosity as to his fate, and fear as to his actions in case he should return to Espanola, induced the Governor to make some effort towards spying cut his condition. ”

“ Poor fools! they did not know; their countrymen, those that were left from former attempts, did not tell them, though Roldan's men, Bobadilla's men knew well enough, and in truth the remnant of Ovando's men were not slow to learn, that the wise man, the wise and villainous man from Spain, did not work or die for gold, or for anything else, when there were savages that might be pricked to it by the sword. ”

“ Ferdinand directed that the fleet which took out the new governor should return under the command of Ovando, and that he should retain undisturbed enjoyment of any property or Indian slaves that might be found in his possession. Some have represented Ovando as a man far from mercenary; that the wealth wrung from the miseries of the natives was for his sovereign, not for himself; and it is intimated that one secret cause of his disgrace was his having made an enemy of the all-powerful and unforgiving Fonseca. ”

“ There are no fruits good to eat in the country, except the pine nuts. They have their preachers, Sodomy is not found among them. They do not eat human flesh nor make sacrifices of it. The people are not cruel, for they had Francisco de Ovando in Tiguex about forty days, after he was dead, and when the village was captured, he was found among their dead, whole and without any other wound except the one which killed him, white as snow, without any bad smell. I found out several things about them from one of our Indians, who had been a captive among them for a whole year. ”

“ OVANDO AS GOVERNOR But when the Sovereigns heard of the cruelties which that system involved, they urged forward the departure of Ovando, whom they had selected as governor, and who, to judge from his previous career, was a man eminently fitted to rule justly and mercifully. He was well known to Ferdinand and Isabella, having been chosen by the Queen as one of the companions for her eldest son, Prince John. With regard to his personal appearance, we are told that he was of moderate stature, and had a "vermilion-coloured beard," which fact hardly conveys much to our minds ”

“ Upon his return Ovando induced the young man to give up his ambitious designs, for a short time at least, and convinced him that he would certainly become richer if he settled down as a planter than if he trusted himself to chance. Cortes therefore secured land and an allotment of Indians in the settlement of Azua. The monotony of his life was often relieved by the part he took as an adventurer in warlike expeditions, especially in the company of Velasquez, when the latter as Ovando’s representative was forced to suppress uprisings of the natives. ”

“ As the Indians had entertained their guests with various national games, Ovando invited them in return to witness certain games of his country. Among these was a tilting match or joust with reeds; a chivalrous game which the Spaniards had learnt from the Moors of Granada. The Spanish cavalry, in those days, were as remarkable for the skillful management, as for the ostentatious caparison of their horses. Among the troops brought out from Spain by Ovando, one horseman had disciplined his horse to prance and curvet in time to the music of a viol. ”

“ Ovando wrote complaining of the desertion of the Indians, who escaped whenever they could from contact with the Spaniards and fled in numbers to the remotest recesses of the forests, facing starvation rather than endure their life in the settlements. And what wonder! for would any rational Indian voluntarily live amidst such surroundings and submit to such labour for the sole benefit of his tyrants? Nothing that the afflicted natives saw of the religion or the civilisation of the Spaniards could possibly attract them to either. ”

“ They roused the indignation of Isabella; and when Ovando was sent out to supersede Bobadilla, in 1502, the natives were pronounced free; they immediately refused to labor in the mines.
Ovando represented to the Spanish sovereigns, in 1503, that ruinous consequences resulted to the colony from this entire liberty granted to the Indians. He stated that the tribute could not be collected, for the Indians were lazy and improvident; that they could only be kept from vices and irregularities by occupation; that they now kept aloof from the Spaniards, and from all instruction in the Christian faith. ”

“ To this agency he appointed Alonzo Sanchez de Carvajal, and the sovereigns gave orders that this agent should be treated with respect.
Other preparations were made, so that Ovando might arrive with a strong reinforcement for the colony. He sailed with thirty ships, the size of these vessels ranging from one hundred and fifty Spanish toneles to one bark of twenty-five. It will be remembered that the Spanish tonele is larger by about ten per cent than our English ton. Twenty-five hundred persons embarked as colonists in the vessels, and, for the first time, men took their families with them. ”

“ Ovando’s short and easy methods with the natives are described with great vividness by Las Casas, who took part in the warfare against one of the native chieftains. It was, of course, a conflict in which the weaker race could play their part only through ruse and stratagem, for, as Las Casas says, “all their wars are little more than games with little sticks such as children play in our countries.” Nor were the natives well qualified even for this sort of hostilities, since they were “most humble, most patient, most peaceful and calm, without strife or tumult ”

“ Ovando complained of their continued importation to Hispaniola, where he found them but idle labourers, who took every opportunity of escaping into the woods, and assisting the natives in their feeble attempts to throw off the Spanish yoke. But as Indian life wasted, negro labour became necessary to supply its place. ”

“ Isabella of Spain died; and the greedy adventurers feeling that the only person at the head of the government that had any real sympathy with the sufferings of the natives was gone, gave themselves now boundless license. Ferdinand conferred grants of Indians on his courtiers, as the least expensive mode of getting rid of their importunities. Ovando, the governor, gave to his own friends and creatures similar gifts of living men, to be worked or crushed to death at their mercy—to perish of famine, or by the suicidal hand of despair. ”

“ Like the rest of the adventurers, he had come to seek his fortune in the New World, where there seemed such wonderful chances to grow rich. He obtained from the governor an estate of his own, took Indians as slaves, and sent some of them to work in the mines, though he did not abuse nor overwork them, as others did. For eight years he not only held Indians as slaves, but he was with Ovando during a second war against the natives in one of the provinces of Hispaniola, and saw terrible deeds of cruelty, yet never appears to have made a single protest. ”

“ Oviedo—that little city between the mountains and the sea, so far off the beaten track—was the cradle of the monarchy, the residence and burial-place of its patriot kings. For all men of Spanish blood it is holy ground. In Zamora we have the typical city of the heroic age of Spain, the era of half-fabulous heroes, whose personalities are made known to us only by folklore and ballads.
Segovia and Avila are towns of the Reconquest, wardens, one might say, against the redoubtable Moor. ”

“ Ovando, the governor, seeing the rapidly wasting numbers of the natives, and hearing the complaints of the adventurers, began to cast about for a remedy, and at length this most felicitous scheme, worthy of Satan in the brightest moment of his existence, burst upon him.—There were the inhabitants of the Lucayo Isles, living in heathen idleness, and ignorant alike of Christian mines and Christian sugar-works. ”

“ Boves taught them the secret of victory, which was to have no fear of death, to go straight on and never look behind. In a very short time they had 2,500 men embodied, an army of horsemen such as had never yet been seen in America.
Colonel José Yañez, a Canarian, was a man of the same stamp as Boves and Morales, but of greater military skill. After the dispersion of the column by Tiscar, he had retreated to San Fernando on the Apure River, and with some help from Guayana, had there organized an infantry corps of 500 men, which he named the “Numancia” battalion. ”

“ Undoubtedly the priests of the Roman Catholic Church did many unjust things during the period of Spanish domination in the New World, but the number of good and noble deeds done by them (deeds the bulk of which is unrecorded) completely dwarfs the evil. Avendaño was a type of the best sort of priest in the New World. Impelled by no other motive than sheer faith and an ardent desire to do the duty of his office, he went through the events which we will leave him to relate. ”

“ Oh, Bourdillon? It was Bourdillon you asked for? To be sure, it’s Mr. Ovington, isn’t it? I thought so; I never forget a face, but he didn’t tell me that you were here. By Jove!” He raised his hands—he was a portly gentleman, wearing a satin under-vest and pins and chains innumerable, all at this moment a little awry. “By Jove, what a find you have there! Slap, bang, and tip to the mark, and no mistake! Hard and sharp as nails! I take off my hat to him! There’s not a firm,” mopping his heated face anew, “within half a mile of us that wouldn’t be glad to have him! ”

“ Ovington replied mildly. “But,” he continued—for he was not sorry to have the chance of taking his son into his confidence—“we are going to have plenty to think of that is in our line. Wolley will fail, and we shall lose by him; and I have no doubt that he is right in saying that he will bring down others. We must look to ourselves and draw in, as I warned Bourdillon some time ago. That noisy fellow may do us harm, and we must be ready to meet it.” ”
