“ Can gentlemen see nothing to admire, nothing to commend, in the closing scenes, when, fresh from the battlefield, the victorious general—the idol of his army and the acknowledged savior of his countrymen—stood before Judge Hall, and quelled the tumult and indignant murmurs of the multitude by telling him that 'the same arm which had defended the city from the ravages of a foreign enemy should protect him in the discharge of his duty?' Is this the conduct of a lawless desperado, who delights in trampling upon Constitution, and law, and right? ”

“ To the imagination of Henry Clay, this was a sublime spectacle—"eighteen millions of people struggling to burst their chains and be free." He would have had the United States recognize these sister republics and join hands with them in forming an American system independent of Europe. And when the Administration hesitated, he exclaimed: "We look too much abroad. Let us break these commercial and political fetters; let us no longer watch the nod of any European politician; let us become real and true Americans, and place ourselves at the head of the American system." ”

“ New England Federalism was not so much a body of political doctrine as a state of mind. Abhorrence of the forces liberated by the French Revolution was the dominating emotion. To the Federalist leaders democracy seemed an aberration of the human mind, which was bound everywhere to produce infidelity, looseness of morals, and political chaos. In the words of their Jeremiah, Fisher Ames, "Democracy is a troubled spirit, fated never to rest, and whose dreams, if it sleeps, present only visions of hell." ”

“ I should regret any social or political estrangement, even temporarily; but if it must be, if I can not act with you and preserve my faith and my honor, I will stand on the great principle of popular sovereignty, which declares the right of all people to be left perfectly free to form and regulate their domestic institutions in their own way. I will follow that principle wherever its logical consequences may take me, and I will endeavor to defend it against assault from any and all quarters. No mortal man shall be responsible for my action but myself. By my action I will compromit no man. ”

“ Even Washington, who had fewer illusions than most of his contemporaries, told his fellow citizens of America that they were "placed in the most enviable condition, as sole lords and proprietors of a vast tract of continent, comprehending all the various soils and climates of the world, and abounding with all the necessaries and conveniences of life." Independence was the magic word which the common man believed would open wide the gates of prosperity. Yet within a year after the ratification of the Peace of Paris, American society was in the throes of a severe industrial depression. ”

“ Had the impressment of seamen and the spoliation of neutral commerce occurred only on the high seas, public resentment would have mounted to a high pitch in the United States; but when British cruisers ran into American waters to capture or burn French vessels, and when British men-of-war blockaded ports, detaining and searching—and at times capturing—American vessels, indignation rose to fever heat. The blockade of New York Harbor by two British frigates, the Cambrian and the Leander, exasperated merchants beyond measure. ”

“ Frame any other bill that secures a fair, honest vote, to men of all parties, and carries out the pledge that the people shall be left free to decide on their domestic institutions for themselves, and I will go with you with pleasure, and with all the energy I may possess. But if this Constitution is to be forced down our throats, in violation of the fundamental principle of free government, under a mode of submission that is a mockery and insult, I will resist it to the last. ”

“ To his mind, it was "as real a revolution in the principles of our government as that of 1776 was in its form; not effected, indeed, by the sword, as that, but by the rational and peaceable instrument of reform, the suffrage of the people." In one sense, at least, Jefferson was right. Taken collectively, the events of 1800 do constitute a revolution—the first party revolution in American history. For a season it seemed as though the Republican party was to be denied the right to exist as a legal opposition, entitled to attain power by persuasion. ”

“ Such was the outlook for peace when news reached Ghent of the humiliating rout at Bladensburg. The British newspapers were full of jubilant comments; the five crestfallen American envoys took what cold comfort they could out of the very general condemnation of the burning of the Capitol. Then, on the heels of this intelligence, came rumors that the British invasion of New York had failed and that Prevost's army was in full retreat to Canada. The Americans could hardly grasp the full significance of this British reversal: it was too good to be true. ”

“ Why try to force slavery to go where experience has demonstrated that climate is adverse and where the people do not want it? Why prohibit slavery where the government cannot make it exist? "Why break up the Union upon an abstraction?" Let the one side give up its demand for protection and the other for prohibition; and let them unite upon an amendment to the Constitution which shall deny to Congress the power to legislate upon slavery everywhere, except in the matter of fugitive slaves and the African slave-trade. ”

“ In numberless instances the pioneer had migrated to escape the social inequalities and depressing conventions of older communities; and he was not minded to encourage the reproduction of these conditions in his new home. "America, then, exhibits in her social state an extraordinary phenomenon," wrote De Tocqueville in his notable study of American democracy. "Men are there seen on a greater equality in point of fortune and intellect, or, in other words, more equal in their strength, than in any other country of the world, or in any age of which history has preserved the remembrance." ”

“ It was only in intimate letters and in converse with Gallatin and Madison that Jefferson revealed his real purposes. So completely did Jefferson take these two advisers into his confidence, and so loyal was their cooperation, that the Government for eight years has been described as a triumvirate almost as clearly defined as any triumvirate of Rome. Three more congenial souls certainly have never ruled a nation, for they were drawn together not merely by agreement on a common policy but by sympathetic understanding of the fundamental principles of government. ”

“ I should be exceedingly glad to know that there would never be another slave State admitted into the Union; but I must add, that if slavery shall be kept out of the Territories during the territorial existence of any one given Territory, and then the people shall, having a fair chance and a clear field, when they come to adopt the Constitution, do such an extraordinary thing as to adopt a slave Constitution, uninfluenced by the actual presence of the institution among them, I see no alternative, if we own the country, but to admit them into the Union. ”

“ To impose one's will upon another was to enslave, according to his notion; to coerce by war was to enslave a community; and to enslave a community was to provoke revolution. Jefferson's thought gravitated inevitably to the center of his rational universe—to the principle of enlightened self-interest. Men and women are not to be permanently moved by force but by appeals to their interests. ”

“ To the mind of Douglas, the issue presented itself in quite another form. "He [Lincoln] says that he looks forward to a time when slavery shall be abolished everywhere. I look forward to a time when each State shall be allowed to do as it pleases. If it chooses to keep slavery forever, it is not my business, but its own; if it chooses to abolish slavery, it is its own business,—not mine. I care more for the great principle of self-government, the right of the people to rule, than I do for all the negroes in Christendom. ”

“ We must confine our general government to foreign concerns only and let our affairs be disentangled from those of all other nations, except as to commerce. And our commerce is so valuable to other nations that they will be glad to purchase it, when they know that all we ask is justice. Why, then, should we not reduce our general government to a very simple organization and a very unexpensive one—a few plain duties to be performed by a few servants? ”

“ And again, he said, "No man advocates the extension of slavery over a territory now free. On the other hand, they deny the propriety of Congress interfering to restrain, upon the great fundamental principle that the people are the source of all power; that from the people must emanate all government; that the people have the same right in these territories to establish a government for themselves that we have to overthrow our present government and establish another, if we please, or that any other government has to establish one for itself." ”

“ In a pacified Europe rid of the Corsican, questions of maritime practice seemed dead issues. Let the dead past bury its dead! To remove possible causes of future controversy seemed wiser statesmanship than to rake over the embers of quarrels which might never be rekindled. So it was that in prosaic articles they provided for three commissions to arbitrate boundary controversies at critical points in the far-flung frontier between Canada and the United States, and thus laid the foundations of an international accord which has survived a hundred years. ”

“ If a newly elected congressman wishes to continue in office, he is condemned to do something great.
What qualities had Douglas which would single him out from the crowd and impress his constituents with a sense of his capacity for public service? What had he to offset his youth, his rawness, and his legislative inexperience? None of his colleagues cared a fig about his record in the Illinois Legislature and on the Bench. In Congress, as then constituted, every man had to stand on his own feet, unsupported by the dubious props of a local reputation. ”

“ This difference proceeds from that which exists in their respective Governments; and to the defense of our own, which has been achieved by the loss of so much blood and treasure, and matured by the wisdom of their most enlightened citizens, and under which we have enjoyed unexampled felicity, this whole nation is devoted. We owe it, therefore, to candor and to the amicable relations existing between the United States and those powers to declare that we should consider any attempt on their part to extend their system to any portion of this hemisphere as dangerous to our peace and safety. ”

“ I have no doubt that whether you organize the territory of Nebraska or not this will continue for some time to come.... But when settlers rush in—when labor becomes plenty, and therefore cheap, in that climate, with its productions, it is worse than folly to think of its being a slave-holding country.... I do not like, I never did like, the system of legislation on our part, by which a geographical line, in violation of the laws of nature, and climate, and soil, and of the laws of God, should be run to establish institutions for a people. ”

“ Not a word about the withdrawal of the Connecticut militia from national service, and the refusal of the Governor of Vermont to call out the militia just at the moment when Sir George Prevost began his invasion of New York; not a word about the general suspension of specie payment by all banks outside of New England; not a word about the failure of the last loan and the imminent bankruptcy of the Government. Only a single sentence betrayed the anxiety which was gnawing Madison's heart: "It is not to be disguised that the situation of our country calls for its greatest efforts." ”

“ I hold that the Constitution has a remedy for every grievance that may arise within the limits of the Union.... The mere inauguration of a President of the United States, whose political opinions were, in my judgment, hostile to the Constitution and safety of the Union, without an overt act on his part, without striking a blow at our institutions or our rights, is not such a grievance as would justify revolution or secession." But for the disunionists at the South, Douglas went on to say, "I would have beaten Lincoln in every State but Vermont and Massachusetts. ”
