The Revolutionary Council seized the administrative power of the State on the 20th day of October 2520 and announced the repeal of the Constitution of the Constitution of the Kingdom of Thailand, 2519 Buddhist Era, because it desired to accelerate the rehabilitation of the economy, society, unity of the people in the Nation, orderliness, and tranquillity of the people, and to as well strengthen the relations with all countries, so that security, both inside and outside the Kingdom, would be brought about to the government of the Country in the future.

Section⁠283.⁠Whoever, in order to fulfil the desire of another person, makes it his own business to procure, lures away, or leads away a woman for an indecent purpose by exercising a deceitful trick, threat, forcible violence, undue influence, or any other means of coercion, shall be punished with imprisonment from one year to seven years and a fine from two thousand baht to fourteen thousand baht, regardless of whether or not the acts constituting such offence are committed in different countries.

The Revolutionary Council begs the citizens, its brothers and sisters, to be confident that the Revolutionary Council will act for only one objective, namely, the interest and safety of the Nation. The military and police officers on guard in various spots throughout the Realm bear the duties to maintain order and to protect and provide safety to the general public. However, at the same time, those military and police officers on guard have been ordered to carry out suppression vigorously if wrongs or unrest should take place.
