“ Public polling indicates that cybercrime could be the most common crime in the United States. (2) The United States lacks comprehensive cybercrime data and monitoring, leaving the country less prepared to combat cybercrime that threatens national and economic security. (3) In addition to existing cybercrime vulnerabilities, the people of the United States and the United States have faced a heightened risk of cybercrime during the COVID–19 pandemic. ”

“ In General.—Notwithstanding the second sentence of section 113 (a) of title 10, United States Code, the first person appointed, by and with the advice and consent of the Senate, as Secretary of Defense in an appointment made on or after January 20, 2021, may be a person who is, on the date of appointment, within seven years after relief, but not within four years after relief, from active duty as a commissioned officer of a regular component of the Armed Forces. ”

“ The term “accredited service dog training organization” means an organization described in section 501 (c) (3) of the Internal Revenue Code of 1986 that—
(A) provides service dogs to veterans with PTSD; and
(B) is accredited by an accrediting organization with demonstrated experience, national scope, and recognized leadership and expertise in the training of service dogs and education in the use of service dogs (as determined by the Secretary) . ”

“ The term “rural veteran” means a veteran who lives in a rural or highly rural area (including such an area in a Tribal or insular area) , as determined through the use of the Rural-Urban Commuting Areas coding system of the Department of Agriculture. ”

“ Each agency that submits budget justification materials shall make the materials available on the website of the agency, in accordance with the policies established by the Director of the Office of Management and Budget under subparagraph (B) . ”

“ Suspending the approval of the courses and programs of education offered by the educational institution by disapproving new enrollments of eligible veterans and eligible persons in each course or program of education offered by that educational institution. ”

“ During World War II, he joined the famed Tuskegee Airmen and trained as a bomber pilot, serving as one of the first African Americans in that role. He earned the flight qualification of Command Pilot during his service in the United States Air Force. The brave service of the Tuskegee Airmen helped pave the way for integration of the armed services. Edna Mosley worked in the defense industry during the war. (4) Upon their return to Colorado, Edna Mosley joined John as a tireless community activist and organizer. ”

“ For an additional amount for “Economic Support Fund”, $8,766,000,000, to remain available until September 30, 2024, for assistance for Ukraine and countries impacted by the situation in Ukraine, including for programs to combat human trafficking, of which up to $760,000,000 may be made available to prevent and respond to food insecurity: Provided, That funds appropriated under this heading in this Act may be made available notwithstanding any other provision of law that restricts assistance to foreign countries and may be made available as contributions. ”

“ OPERATION AND MAINTENANCE OF WATER INFRASTRUCTURE AND APPURTENANCES.— (1) EFFECT.—Nothing in this Act affects the authority of the town of Granada, Colorado, with respect to the operation and maintenance of all water infrastructure, systems and appurtenances located within the boundary of the National Historic Site in existence on the date of enactment of this Act, including but not limited to wells, pumps, tanks, water lines, valves, and water treatment facilities. ”

“ If the duties of a qualifying position under subsection (a) include information technology services and support, an individual may only serve in the qualifying position and 1 or more additional qualifying positions under such subsection if the individual is in compliance with each information technology standard and policy established for Senate offices by the Office of the Sergeant at Arms and Doorkeeper of the Senate. ”

“ In general.—Following the award of the gold medal in honor of the 369th Infantry Regiment, the “Harlem Hellfighters”, the gold medal shall be given to the Smithsonian Institution, where it will be displayed as appropriate and made available for research. ”

“ In 2012, the Army War College Foundation named Colonel Poydasheff an Outstanding Alumnus in recognition of his wide-ranging service to his community after his retirement from active duty. (8) Colonel Poydasheff served on the Columbus, Georgia City Council from 1994 to 2002, helping all citizens of the community he had come to love while concurrently serving Fort Benning and his beloved soldiers. ”

“ To designate the Federal Office Building located at 308 W. 21st Street in Cheyenne, Wyoming, as the ‘‘Louisa Swain Federal Office Building’’, and for other purposes
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled
SECTION 1. LOUISA SWAIN FEDERAL OFFICE BUILDING. (a) DESIGNATION.—The Federal Office Building located at 308 W. 21st Street in Cheyenne, Wyoming, shall be known and designated as the ‘‘Louisa Swain Federal Office Building’’. ”

“ In general.—Any land use revenues received by the Secretary shall be credited to the applicable Department medical facilities accounts or minor construction accounts and shall be available, without fiscal year limitation and without further appropriation, exclusively for any of the following:
“ (A) Supporting construction, maintenance, and services at the Campus relating to temporary or permanent supportive housing for homeless or at-risk veterans and their families. ”

“ A rural health clinic described in this subparagraph is a rural health clinic that—
“ (i) as of December 31, 2020, was in a hospital with less than 50 beds and after such date such hospital continues to have less than 50 beds (not taking into account any increase in the number of beds pursuant to a waiver under subsection (b) (1) (A) of section 1135 during the emergency period described in subsection (g) (1) (B) of such section) ; and
“ (ii) (I) as of December 31, 2020, was enrolled under section 1866 (j) (including temporary enrollment during such emergency period for such emergency period) ”

“ To improve the health and safety of Americans living with food allergies and related disorders, including potentially life-threatening anaphylaxis, food protein-induced enterocolitis syndrome, and eosinophilic gastrointestinal diseases, and for other purposes. ”

“ He was elected Mayor of Columbus, Georgia, in 2002, served a four-year term and maintained a focus on community-based programs as well as strengthening the relationship between the city and Fort Benning. (10) During that time he made great contributions to the joint military and civilian communities of Columbus, Georgia, and Fort Benning, appointing first a fellow soldier and later the first African American to the City Manager position, while knowing that doing so would be at his own political peril. ”

“ SCHOOL-BASED STUDENT SUICIDE AWARENESS AND PREVENTION TRAINING POLICY.—A school-based student suicide awareness and prevention training policy implemented pursuant to subsection (a) (1) shall— ‘‘ (1) be evidence-based; ‘‘ (2) be culturally- and linguistically-appropriate; ‘‘ (3) provide evidence-based training to students in grades 6 through 12, in coordination with school-based mental health resources, as applicable, regarding— ‘‘ (A) suicide prevention education and awareness, including associated risk factors; ‘‘ (B) methods that students can use to seek help ”

“ SECTION 1. CLARIFYING THE MEANING OF NEW CHEMICAL ENTITY.
(a) In General.—Chapter V of the Federal Food, Drug, and Cosmetic Act is amended—
(1) in section 505 (21 U.S.C. 355) —
(A) in subsection (c) (3) (E) , by striking “active ingredient (including any ester or salt of the active ingredient) ” each place it appears and inserting “active moiety (as defined by the Secretary in section 314.3 of title 21, Code of Federal Regulations (or any successor regulations) ) ” ”

“ Provided further, That not less than 30 days prior to any transfer of funds, the Secretary of Defense shall notify the congressional defense committees of the details of any such transfer: Provided further, That upon transfer, the funds shall be merged with and be available for the same purposes, and for the same time period, as the appropriation to which transferred: Provided further, That the transfer authority provided under this section is in addition to any other transfer authority provided by law. ”

“ Definitions.—In this paragraph—
“ (i) the term ‘budget justification materials’ means the annual budget justification materials of a Federal agency, or a component of a Federal agency, that are submitted, in conjunction with the budget of the United States Government submitted under section 1105 (a) of title 31, United States Code ”

“ Funds made available by this title under the heading “Economic Support Fund” may be made available for direct financial support for the Government of Ukraine, and such funds shall be matched, to the maximum extent practicable, by sources other than the United States Government. ”

“ This Act may be cited as the “Harlem Hellfighters Congressional Gold Medal Act”.
SEC. 2. FINDINGS.
Congress finds the following:
(1) When the United States officially entered World War I in April 1917, the Armed Forces were still segregated, even though African-American soldiers had served and distinguished themselves in every war since the Revolutionary War, and even the Colonial Wars preceding the American Revolution. ”

“ A non-American governmental edict may still be copyrighted outside the U.S. Similar to {{PD-in-USGov}}, the above U.S. Copyright Office Practice does not prevent U.S. states or localities from holding copyright abroad, depending on foreign copyright laws and regulations. ”

“ Funds appropriated by this title under the headings “International Narcotics Control and Law Enforcement”, “Nonproliferation, Anti-terrorism, Demining and Related Programs”, and “Foreign Military Financing Program” may be transferred to, and merged with, funds appropriated by this title under such headings to respond to the situation in Ukraine and in countries impacted by the situation in Ukraine. ”
