“ No tender will be received unless the person tendering produces a receipt to the effect that he has deposited in the Colonial Treasury the sum of $250 as a pledge of the bona fides of his tender, which sum shall be forfeited to the Crown if such person refuses to enter into the usual bond, should the tender be accepted.

“ To this a very obvious reply suggests itself on the part of the Chinese Government, namely,—that the capture of an isolated sea-port on the coast of a vast Empire, can in no sense abrogate a solemn Treaty entered into between the two Sovereigns of Great Britain and China. The obligations continue to exist on either side, although for a time the means of giving full effect may, by insurrection or violence, be wanting to one of the contracting parties. ”

“ The Chief Executive of the HKSAR shall be a Chinese citizen of not less than 40 years of age who is a permanent resident of the HKSAR with no right of abode in any foreign country and has ordinarily resided in Hong Kong for a continuous period of not less than 20 years. ”

“ Pay Policy and System: It is the Government's established policy to offer sufficient remuneration to attract, retain and motivate staff of a suitable calibre to provide the public with an effective, efficient and high quality service. In order to ensure that civil service pay is regarded as fair and reasonable by both civil servants who provide the service and the public who foot the bill, the Government adopts the principle that the level of civil service pay should be broadly comparable with private sector pay. ”

“ If any one object to the conditions, the alternative is their's to refuse compliance and abide by the Treaty, which requires the Consul to keep the ship's papers until a Port clearance has been granted by the Superindent of Customs; but in doing so they must of course accept all the consequences.
Any adaptation of measures to meet the exigencies of the times, if in accordance with the Treaty must carry with it two conditions which are essential to good faith in the matter. The verification of the amounts due according to the Tariff, and the guarantee for their payment on demand. ”

“ On education and training, the Government continues to provide integrity education and training at all levels in the civil service, and to embed the core value of integrity and honesty through integrity initiatives spearheaded by senior management of all bureaux/departments. On sanction, the Government takes a serious view of offences and misconduct committed by its staff particularly those involving a breach of trust in the public office or misuse of power. ”

“ Non-governmental organizations in fields such as education, science, technology, culture, art, sports, the professions, medicine and health, labour, social welfare and social work as well as religious organizations in the HKSAR may maintain and develop relations with their counterparts in foreign countries and regions and with relevant international organizations. They may, as required, use the name 'Hong Kong, China' in the relevant activities. ”

“ His Excellency the Officer Administering the Government has been pleased to appoint William Chatham to be Acting Director of Public Works during the absence on leave of Francis Alfred Cooper, or until further notice.
Communications relating to the Praya Reclamation Works should in future be addressed to Edward Bowdler, the Special Engineer in charge of the Works.
Communications relating to the Building Ordinance should be addressed to Hugh Pollock Tooker, Executive Engineer in the Public Works Department.
All other communications should be addressed to the Acting Director of Public Works. ”

“ The Government is determined to take disciplinary action against the staff concerned to achieve a punitive, deterrent and rehabilitative effect. All disciplinary cases are processed expeditiously subject to the requirements for due process and procedural propriety and adherence to principles of natural justice. ”

“ Many arguments more or less cogent have at the same time been urged as reasons why sailing of ships should be authorized, without regard to a Treaty, for the moment in abeyance at this Port, or any Trade Regulations to the contrary. H. M.'s Consul thinks it right under these circumstances to state in the plainest manner his views in reference to the means suggested for diminishing the disastrous influence of the Insurrection on Trade at the Port; more especially in reference to the arguments which have been suggested as something an unfettered line of action. ”

“ Through the performance appraisal process, staff at different levels are made aware of the standard of performance expected of them. Proper management of the process helps maximise individual performance and enhance the efficiency and effectiveness of the civil service. As an integral part of the overall human resource management strategy, the performance appraisal system is a major tool in human resource planning (e.g. succession planning) , development (e.g. training and job rotation) , and management (e.g. confirmation, promotion, posting and action to address under-performance) . ”

“ Under the principle of 'one country, two systems', the socialist system and policies shall not be practised in the Hong Kong Special Administrative Region (HKSAR) and Hong Kong's previous capitalist system and life-style shall remain unchanged for 50 years. The Joint Declaration provides that these basic policies will be stipulated in a Basic Law of the HKSAR. The Basic Law of the Hong Kong Special Administrative Region (The Basic Law) was adopted on April 4, 1990 by the Seventh National People's Congress (NPC) of the PRC. It was put into effect on July 1, 1997. ”

“ No British Vessel without either an Imperial or Colonial Register to use the waters of this Colony. I. Be it therefore enacted and ordained by His Excellency the Governor of Hongkong, with the advice of the Legislative Council thereof, that from and after the passing of this Ordinance no ship or vessel whatsoever owned by a British Subject shall be an Imperial at liberty to trade in any of the harbours of this Colony unless in the case of an outward trading ship or vessel she be provided with a Certificate of Registry in conformity with the Imperial Acts of Parliament on that behalf ”

“ No simple declaration of shippers as to goods landed or shipped without any check, sanction or supervision of Custom-house Officers, will be held satisfactory if doubt should arise as to their accuracy, and other and better means are attainable. All such parties will bear in mind that they can plead no legal authority whatever for either the landing or shipping of goods since the morning of the 7th instant, and have no right therefore to complain of any scrutiny it may be deemed necessary to institute for the verification of manifests made under such circumstances. ”

“ Training and Development: The main objectives of training and development are to equip civil servants with updated knowledge and skills, and to develop their potential so that they can continue to improve their performance and provide quality service to the public. Training and development programmes are carefully designed to enhance performance and to support the core values and functions of the civil service. ”

“ Harbour Master's Certificate. VII. And be it further enacted and ordained, That the certificate to be granted by the Harbour Master do specify the proper measurement of the ship or vessel requiring a Colonial Register and that such ship or vessel has proper anchors and chains, canvas sails, her bottom sheathed with metal, and that her master is a British subject or a person conversant with the English language. ”

“ Departmental management is encouraged to establish assessment panels to undertake levelling and moderating work among appraisal reports where necessary, identify under-performers or outstanding performers for appropriate action, adopt other management tools including target-based assessment and competency-based assessment, and ensure appraisal reports are written comprehensively, objectively and on time. ”

“ I have accordingly directed the District Magistrates of Nanhae and Pwanyu, to make it publicly known to those who are engaged in the Trade, and others whom it may concern, that, as equity should be observed by them in all their transactions, it is permitted that the new Dollars shall in future be used according to their established purity or touch, by which means all parties will be protected from loss,—the market rates will be properly adjusted, and abuses of long continuance effectually corrected. ”

“ Performance appraisal of staff is an on-going process. While appraisal reports would normally be completed annually, regular communication between managers and staff on performance is essential. Transparency and objectivity of the appraisal process are also emphasised. ”

“ We find that Dollars have hitherto formed the principal medium, through which the Trade has been conducted. Now however, we learn that of the various kinds of Dollars, those with flowery millings are gradually disappearing from circulation, and the Dollars now imported consist chiefly of mixed sorts, bearing a variety of impressions, such as eagles, horses, flowers, and plants, on which all the Merchants and Dealers demand a discount of five per cent. ”

“ While bureaux and departments provide vocational training to meet job-specific needs, CSB, through the Civil Service Training and Development Institute, focuses on training programmes and activities that are best provided by a central training agency, such as leadership and management, language and communication, etc. There are four core service areas: senior executive development, national studies programmes, human resource management consultancy service and promotion of a continuous learning culture. ”

“ But if you meet with any Dollars of inferior quality, the intrinsic value of which you cannot accurately determine, no objections can be made to your satisfying yourselves on this point, by melting one or two of the doubtful pieces, and comparing them with the broken or old Dollars. ”

“ The Hong Kong civil service provides a wide range of services, which in many countries are divided among various public authorities, e.g. public works and utilities, cleansing and public health, education, fire services and the police force. ”

“ Assessors to fix Salary of Tepo,V. The majority of Assessors may from time to time, not being oftener than once in the year, by petition to the Governor declare what Salary they consider it necessary that the Tepo should receive,Expense how to be defrayed. and the Governor may thereupon authorize the said Assessors to levy on the Annual Value (as assessed to the Police Tax) , of all Premises in the occupation of Chinese Tenants, a Rate per Cent sufficient to defray the amount of such Salary:Application of surplus Funds. ”

“ Power of Sheriff and Justices of the Peace where those of Sheriff are insufficient.IV. If a Prisoner be guilty of any of the above Offences, or of a breach of Gaol Regulations or Discipline for the due punishment of which the Sheriff may deem the Powers vested in him insufficient, it shall be lawful for the Sheriff in conjunction with any Justice of the Peace for the said Colony, after due inquiry, to punish such Prisoner by close or solitary Confinement, on Bread and Water, or Rice and Water, for not exceeding Fourteen Days ”

“ In addition, to heighten public awareness of the Basic Law and promote a culture of learning of Basic Law in the community, generally candidates applying for civil service jobs will be assessed on their Basic Law knowledge. ”

“ That this is the view taken by H. M.'s Plenipotentiary, and by H. M.'s Government, has been placed beyond doubt. It remains therefore simply for H. M .'s Consul to observe the Treaty; and in any measures adopted to the peculiar circumstances of the time, to take care that the rights of the Chinese Government suffer no infringement.
It has been further stated that whatever precautions may be taken to insure good faith in respect to the Chinese Revenue under the British Flag, there is no power to insure a similar course in respect to Trade and Custom duties under every other Flag ”

“ Now, however, old Dollars have become scarce and new ones plentiful: still as the Shroffs and Money-changers are not yet familiar with the latter, they feel some uncertainty as to their purity, which cannot be so easily determined by them, as the touch of old Dollars. ”

“ To facilitate the delivery of new policy initiatives and improved services to the public, the civil service establishment has increased by about 1 per cent annually from 2007-08 to 2013-14 and by about 1.5 per cent in 2014-15. ”

“ That every vessel for which a Sailing Letter has been obtained, before proceeding on any voyage, after the granting of such Sailing Letter, shall have painted in white or yellow letters, not less than seven inches long, her name upon some conspicuous part of her stern, in a distinct manner, and in Chinese and Roman characters, and shall so keep and preserve the same. ”

“ Entry requirements for civil service posts in general are set on the basis of academic or professional qualifications, technical skills, work experience, language proficiency and other qualities and attributes as required. ”
