“ To facilitate effective learning, the Government has been promoting the use of the mother tongue, Chinese, as the principal medium of instruction (MOI) for local schools. But as both Chinese and English are the official languages in Hong Kong, the Government invests heavily in training students to be biliterate (Chinese and English) and trilingual (Cantonese, Putonghua and English) . The fine-tuned MOI arrangements for secondary schools have been implemented from Secondary 1 since the 2010/11 school year and progressed each year to a higher form to cover the entire junior secondary level. ”

“ Under the territorial source concept of taxation, only income arising in or derived from Hong Kong is chargeable to tax. Profits from any trade, business or profession carried on in Hong Kong are chargeable to profits tax. For the year of assessment 2013/14, the profits tax rate for corporations is 16.5 per cent and that for other businesses is 15 per cent. Income from employment is charged with salaries tax which is calculated at progressive rates after deducting various deductions and allowances. ”

“ In 2006, the department in conjunction with the Civil Services Bureau launched the Programme of Ethical Leadership, which called upon government bureaux and departments to nominate ethics officers to form a network for sharing experience on ethical governance and integrity management on a long-term basis. ”
